NOTICE TO BID
Sealed bids for construction of the Rowan-Cabarrus Community College, North Campus Infrastructure Extension
Project will be received via email (PDF format only) at collegeenvironment@rccc.edu until, but no later than
2:00 pm, local prevailing time, June 1, 2026, and then publicly opened and read immediately thereafter via
ZOOM. Bidders are encouraged to view the bid opening in real time via a ZOOM link that follows.
The bid name and IFB # 121-052026DD shall be referenced in the subject line of the email.
Bidders must be North Carolina-licensed General Contractors with demonstrated experience in highway,
grading, and public utility construction. Subcontractors proposed for grading or utility work must also hold valid
North Carolina licenses and be approved by the Owner. Bidders will receive an email confirmation upon
successful submission of their bids.
HUB certified contractors are encouraged to bid on this project.
Bids received after the announced time and date for submittal will be rejected. Bidders are responsible for
ensuring their bid is received before the deadline indicated. All firms must be registered with the North Carolina
Electronic Vendor Portal (eVP and Purchase Orders) prior to presenting a proposal. Failure to register may result
in disqualification. North Carolina Electronic Vendor Portal may be found at https://evp.nc.gov/
Contractual Requirement: All bidders must agree to execute a contract that incorporates and adheres to the
State of North Carolina's General Terms and Conditions. These terms are available for review
at: https://www.doa.nc.gov/north-carolina-general-terms-and-conditions-5-2025/open
The work shall consist of extension of existing campus infrastructure including private water and sewer
distribution system extensions and a private road extension to serve the expansion of the south end of the North
Campus. The General Contractor shall be the Prime Contractor for this single-prime contract. The Prime
Contractor shall hire Owner approved sub-contractors to provide all necessary support work in order to provide
turnkey installation, without additional funding by the Owner.
Bid Documents Shall Include:
1. Cover sheet which includes the following information:
a. Bid date and Time
b. Project Name
c. Bidder's Name, Address and NC State Contractors License Number
2. The following documents shall be attached:
a. Completed Bid Form, with Addenda noted and all subcontractors with license number listed
b. A copy of Bidder's NC State Contractors License Number
c. Completed MBE forms
d. Insurance forms

Checks must be received by 2:00 pm, Monday, June 1, 2026. Only Bid Bond checks can
be mailed, bids and all other items must be sent via email.
Bids missing any of the items above may be rejected.
