Request for Proposals (RFP) for an Enterprise Resource Planning (ERP) Software System, Ottawa, ON (Project No. DCC-IT-020-03)

Description

DEFENCE CONSTRUCTION CANADA (DCC) is requesting proposals from software publishers for the provision of an Enterprise Resource Planning (ERP) Software System in the form of a cloud-based Software as a Service (SaaS) offering.
The objective of the Request for Proposals (RFP) is to select the proponent with the highest total score. Information provided by the proponents will be evaluated using the established criteria in the RFP which will consist of a 2-step solicitation approach.  This notice consists of step 1 of the solicitation process. Additional details are provided in the RFP documents.
The estimated cost for the initial term of this opportunity is in the range of $6,450,000.
Software publishers that consider themselves qualified to provide these services are invited to submit their proposals through the MERX Electronic Bidding System on or before the closing date and time indicated on the Electronic Bidding System.
This solicitation is being conducted in accordance with the requirements set out in the Canadian Free Trade Agreement (CFTA), Chapter Nineteen of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), the World Trade Organization Agreement on Government Procurement (WTO-GPA), and Chapter 15 of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP).
The selected vendor will be required to hold a valid Designated Organization Screening (DOS), issued by the Contract Security Program (CSP) within Public Works and Government Services Canada (PWGSC).  Details concerning the Security Requirements for this project are identified in the RFP documents.
