Workforce Solutions Borderplex (WSB) is seeking qualified contractors to serve as subrecipients of federal and state workforce funds to deliver employment and career services to diverse job-seeking populations. Through this Request for Proposals (RFP), WSB will award contracts across three distinct service “lots,” each designed around a human-centered, client-first model that focuses on specific client needs and service specializations.The three lots include services ranging from universal employment assistance and job readiness to targeted case management and concierge-level employment support. Contractors may apply for one or more lots; however, each lot will be evaluated independently based on the proposer’s experience, capacity, and demonstrated expertise in delivering those specific services.This model emphasizes collaboration rather than competition. Contractors are expected to function as coordinated partners within a seamless service delivery system that promotes readiness, efficiency, and high-quality outcomes. WSB seeks organizations that are committed to excellence, transparency, and specialization, and that can contribute meaningfully to improving workforce outcomes across the community.
