CITY OF MINOT, ND 58701
The City of Minot is requesting proposals from qualified vendors to clean and paint traffic
signal poles, mast arms and luminaire arms at multiple locations citywide.
The City of Minot is exempt from state and federal excise and sales taxes and no amount for
such taxes are to be included in the bid price.
The City of Minot reserves the right to reject any or all proposal submissions and to award
the contract as it deems necessary and in the best interest of the City of Minot. The City
further reserves the right, in the best interests of the City of Minot, to waive any technical
defects or irregularities in any or all submittals.
The City of Minot is a Title VI community, and the Bidder must be in compliance with
Appendix A and Appendix E of the City of Minot Title VI Assurances. The City of Minot is
committed to providing non-discriminatory service. Title VI assures that no person or group
of persons may, on the grounds of race, color, national origin, sex, age or disability, be
excluded from participation in, be denied the benefits of, or be otherwise subjected to
discrimination under any and all programs or activities administered by the City.

CITY OF MINOT SPECIFICATIONS
2026 TRAFFIC SIGNAL PAINTING - PROJECT # 4978
TRAFFIC DIVISION
MARCH 2026
COMPLETION:
All painting related work is to completed by Saturday, September 26, 2026. No work is
permitted during the 2026 North Dakota State Fair, July 17-25, 2026.
The work will not be classified as complete and approved for payment until all items on the
plan sheets and the included installation notes are completed.
Each site will be inspected by the City of Minot Traffic Engineer prior to the finish coating.
The contractor will have warranty for the period of time between the installation and the
inspection from the City of Minot representative to guarantee the work was done to City of
Minot specifications.
LOCATIONS:
There are four intersections for this project:
1. N Broadway and 20th Ave NW
2. N Broadway and 11th Ave NW
3. N Broadway and University Ave
4. N Broadway and 4th Ave NW
More information is included in the attached plan set.
WORK COORDINATION:
The NDDOT has a separate minor signal improvement project occurring at the four listed
intersection. The City of Minot will ensure that the signal paining process can occur as
seamless as possible. There may be instances where traffic control between the NDDOT
signal improvement and the City signal painting projects need to blend together.
SHOP DRAWINGS:
The Contractor will provide an electronic PDF file of shop drawings and certifications
required by the City of Minot within 15 days after the RFP is awarded. All shop drawings and
certifications need to be approved prior to any work being started. The Contractor will be
responsible for the accuracy of the shop drawings. The Engineer’s review does not relieve
the Contractor of full responsibility for providing a quality product that meets
Specifications.
All manufacturer warranties and guarantees with respect to materials, parts, workmanship,
or performance which the products covered by the proposal will be secured and included
with the shop drawing submittal.
PERMITS AND SITE SETUP:
The City of Minot will obtain any required permits prior to commencement of work.
The Contractor is to install and be responsible for traffic control in accordance with MUTCD
standards. Including pedestrian control measures as required for public safety.
PRE-WORK PREPARATION:
The City of Minot will remove all signs, banding, and attachments as indicated in the
attached plan set. The Contractor is to not remove nor modify any traffic or pedestrian
signal heads, unless given approval by the Traffic Engineer, as the signal is to remain
operational during the work.
Contractor to perform surface preparation and coating around remaining attachments
where removal is not provided. Protect adjacent surfaces and equipment from overspray,
debris, or damage.
CLEANING AND SURFACE PREPARATION:
1. Pressure wash the entire pole using high-pressure equipment (approximately 5,000
PSI at 4.5 GPM).
2. Remove dirt, chalking, and surface contaminants from all areas to be coated.
3. Mechanically clean rusted areas using angle grinders and needle scalers.
4. Remove corrosion, stickers, adhesive residue, and loose material.
5. Pay special attention to high-corrosion areas including behind base plate anchor
bolts.
6. Pay special attention to areas under and around sign banding.
7. Address lower portions of the pole exposed to splash and roadway runoff.
8. Scuff-abrade the full pole surface using Scotch-Brite7447 metal conditioning
pads.
9. Create a consistent surface profile to promote coating adhesion.
10. Wipe down all prepared surfaces using Krud Kutter® and clean lint-free rags.
11. Allow surfaces to dry prior to coating application.
RUST TREATMENT AND PRIMING:
1. Apply a rust-inhibitive coating (Sherwin-Williams Macro 920) to rusted areas.
2. Focus rust treatment on the lower portion of the pole, typically the bottom 12 feet.
3. Prime the bottom 12 feet of the pole using Sherwin-Williams ProCryl Industrial
Primer.
4. Spot-prime any additional bare metal areas identified during surface preparation.
5. Apply primer at the manufacturer’s recommended coverage to achieve proper film
build.
FINISH COATING:
1. Apply a finish coat of Sherwin-Williams Acrolon Ultra after primer has set.
2. Ensure uniform coverage and proper film build across all primed surfaces.
3. Provide a durable, long-lasting industrial finish suitable for roadway environments.
4. Apply coatings only under suitable weather and environmental conditions.
REINSTALLATION AND FINAL CLEANUP:
1. Allow coatings to sufficiently cure prior to opening work areas.
2. Remove traffic control devices after work is complete.
3. Clean the work area and remove all debris.
COLOR:
The finish coating color is to be Gloss Black.
ALTERNATIVE METHODS:
The Traffic Engineer will accept alternative processes or materials for consideration.
Approval is not guaranteed and will be reviewed for the best interest of the City of Minot.
WARRANTY:
Contractor is to warranty/guarantee all materials, work, and equipment for a period of at
least two years from the date of final acceptance. Cost of warranty will be included with the
price bid.
PAYMENT:
The City of Minot will remit payment within 30 days of receipt of the invoice.
PROPOSAL RESPONSE REQUIREMENTS:
The proposal is to include the following information: Pages included at end of RFP
Vendor Information Page: Company Name, Address, and Contact. Contractor is to
also submit the full price per specifications. Price is to encompass all work.
Experience and Qualifications: Submit company’s qualifying experience including
but not limited to: Company Profile, Years in business and number of employees.
References: Must submit at least three (3) references of organizations that your firm
have completed work for relating to the paint of traffic signal standards or related
infrastructure. Include:
Organization/company name, email address, contact person and phone
numbers.
Description of material painted.
Length of relationship.
EVALUATION:
All Proposals received on time will be opened, in a non-public setting. Proposals will first
be reviewed to ensure compliance with the terms of this RFP. Non-compliant or non-
responsive Proposals may be rejected. The City of Minot reserves the right to reject any or
all proposals and to award the contract as it deems to be in the best interest of the City of
Minot.
In its evaluation, the City of Minot may investigate the qualifications of a vendor under
consideration, require confirmation of information furnished by the vendor, and require the
vendor to provide additional information or evidence of qualifications for the Services
described in this RFP.
