TheTexas Health and Human Services Commission (HHSC) is issuing this Request forInformation (RFI) on behalf of the Texas Department of State Health Services (DSHS)to seek input and information regarding Public Health Electronic Health Record (PHEHR) solutions. HHSC defines a PH EHR solution as a system that houseselectronic versions of client medical records and case management information,is maintained by designated providers over time, and may include all keyadministrative, clinical, and case management data relevant to the clients’ careunder a particular set of providers, including, but not limited to,demographics, progress notes, problems, medications, vital signs, medicalhistory, immunizations, laboratory data, and radiology reports. In addition, the PH EHR would allow clients or their authorized representatives, consistentwith Texas Health and Safety Code § 181.102 or other applicable state andfederal laws, to review their medical records through a self-service portal.
