The Town of Harrisburg (herein referred to as the “Town”) is soliciting Statements of Qualifications from design firms/teams (“Firm”) that are interested in providing design, landscape architecture, architectural engineering, and civil engineering for the design of the Main Street Park (“Project”) located near 4100 Main St., Harrisburg, NC. The Town is seeking qualified Firms that are knowledgeable in park design services and whose expertise will provide timely, professional services to the Town. The selected Firm(s) may also be considered for contracts related to various other design, landscape architecture, architectural engineering, and civil engineering tasks throughout the Town. The Town reserves the right to enter into one or more contracts with any firm selected under this RFQ process.

The project will include the design of the closure and conversion of approximately 260 feet of Main Street to a new public park located at the front of Town Hall. Also included in this project will be the design of streetscape modifications to an additional 975 feet of Main Street from Kee Lane to Roberta Road, and approximately 860’ of the remaining streets which make up the block surrounding Town Hall. The area of the proposed park is approximately 0.95 acres including the portion of the street which will be closed and converted. The Firm will be expected to provide construction ready plans appropriately phased in order that the three areas may be constructed separately in phases depending on budgetary constraints. The Town also regularly has various other park-related tasks that require the same expertise and experience as the main Project for which services may be sought from the selected Firm. Firms interested in performing these services must exhibit relevant experience with this type of work, as outlined below, and should emphasize both the experience and capability of the personnel who will perform the work.

Proposals shall be enclosed in a sealed envelope or package, addressed to the Town of Harrisburg. The name and address of the prospective firm and the RFQ Title shall be placed on the outside of the package. All items required for a responsive proposal shall be included. It is the sole responsibility of the proposer to ensure that the proposal package is received no later than the established due date and time at the proper location. Proposals received after the due date and time will not be considered. Proposals submitted by facsimile or other electronic means will not be accepted.

EVALUATION CRITERIA AND PROCESS
Firms will not be considered unless the following minimum qualifications are met:

Firm must be properly registered with the Office of the Secretary of State of North Carolina (if applicable); and

Firm(s) must be licensed by the North Carolina Board of Architecture and North Carolina Board of Examiners for Engineers and Surveyors.
Evaluation Criteria

Performance evaluation from historical performance of past projects

Evaluation of the team’s personnel and equipment to perform the project on time

Unique resources that yield a relevant added value or efficiency to the deliverable
-
Predicted ability to manage the project, based on experience in size, complexity and type of project, subcontractors, and documentation skills

Project understanding and innovation that provides cost and/or time savings.
The Town of Harrisburg will appoint an evaluation committee for the project whose responsibilities will include performing technical evaluations of the SOQ and making selection recommendations based on the evaluation criteria provided above. Evaluations will focus on identifying the relative strengths, weaknesses, deficiencies, and risks associated with the SOQ. Informal interviews may be held for the project. The Town reserves the right to obtain clarification or additional information from any firm regarding its SOQ.
The Town reserves the sole right to select the most qualified firms on the basis of best overall SOQ(s) that is most advantageous to the Town. Firms that submit SOQs will be notified of the selection results. Final approval of any selected firm is subject to the approval of Town Council.
Firms submitting an SOQ package should clearly label and indicate the project for the enclosed SOQ.
The SOQ package should include a cover letter. Firms must submit one (1) one bound original, two (2) bound copies and one (1) flash drive containing a digital copy of the complete SOQ package in PDF format.
The submission shall be limited to twenty (20) pages printed on one side on 8 ½”x11” paper. The cover page is not included in the page total.
