Description

The USPFO-AL, located in Montgomery, AL announces the release of solicitation W912JA-25-Q-A003, being issued as a Request for Quote (RFQ). All applicable provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-03.



1. This is a combined synopsis/solicitation for commercial items/services in accordance with FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued.



2. This solicitation is being set-aside for 100% Small Business concerns under the North American Industrial Classification System (NAICS) code 333912 with a size standard of 1000 EMP. All other concerns will be deemed non-responsive.



3. Line-Item Structure: Please see attached Statement of Requirement and attachments for the requirement. Please submit your quote so that that Government can ascertain price and what is being offered.

4. Contract Award will be based on FAR 13.106, to the offeror whose quote, conforming to the solicitation, will be most advantageous to the Government, considering evaluation factors included in the solicitation. Evaluation of offers will be based on technical, price, and past performance. When technical and past performance are combined, they are approximately equal to price.

5. Requests for Quote may be sent no later than 11 March 2025 at 2:00 p.m. CST to Mr. Reginald Ellis. Interested parties should subscribe in Contract Opportunities to receive announcements related to this solicitation via the website SAM.GOV. All information may be obtained through the above referenced website. OFFER EVALUATION:



The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.



The following factors shall be used to evaluate offers: Technical and Price.



Technical - This is not a brand name requirement. Offers will be considered technically successful if they offer to furnish a SCBA Fill Station with Compressor with the required specifications. See Statement of Requirement (SOR).



Price - Price must be reasonable and must reflect market pricing.



A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.



6. Requests for Information must be submitted by 4 March 2025 at 2:00 p.m. Any questions or requests after this time may not be answered. Interested Offerors shall submit all documentation via email by 2:00 p.m. CST on 11 March 2025 to Mr. Reginald Ellis (reginald.j.ellis.civ@army.mil) Facsimile offers will not be accepted. Later offers will not be accepted.
