The City of Anaheim ("City") is soliciting proposals from qualified firms to provide Assessment Engineer Services for the Anaheim Resort Maintenance District ("ARMD" or "District"). The selected Consultant shall serve as the City's Assessment Engineer and provide the professional services necessary to administer the District's annual assessment program in accordance with the Landscaping and Lighting Act of 1972, Article XIII D of the California Constitution (Proposition 218), the City's adopted assessment methodology, applicable resolutions, and all other applicable federal, state, and local laws.
This Request for Proposals establishes the City's minimum service expectations. The Consultant shall perform all professional services reasonably necessary to successfully administer the District, including customary services reasonably inferable from the Scope of Professional Services, whether or not every incidental task is expressly identified.
The Anaheim Resort Maintenance District (ARMD) was established in 1999 to finance enhanced public improvements and services benefiting properties within the District. Annual assessments are levied through the Orange County secured property tax roll using the City's adopted assessment methodology.
The District encompasses Anaheim's premier visitor-serving area and requires ongoing assessment engineering services, including preparation of the annual Engineer's Report, assessment database administration, parcel administration, GIS management, County coordination, budget reconciliation, assessment enrollment, and ongoing technical support. The City expects the Consultant to preserve institutional knowledge, provide proactive professional guidance, and support the long-term administration of the District.
