Summary

ROUND #3 being posted to provide more time again for interested bidders.

The purpose of this project is to provide the ODHL with LIMS software that has sample tracking and work flow management. The Ohio Department of Health public health laboratory (ODHL) is currently performing whole genome sequencing (WGS) on clinical specimens for multiple infectious disease pathogens i.e. Bacterial foodborne illness as guided by CDC-PulseNet (Salmonella, Escherichia coli, Shigella, Vibrio, Campylobacter and Listeria), Viral gastroenteritis as guided by CDC-CaliciNet (Norovirus), Antimicrobial-resistant hospital-acquired pathogens as guided by CDC-ARLN (Klebsiella, Pseudomonas, Acinetobacter, Citrobacter, Morganella), and SARS-CoV-2 virus).  To support wastewater genomic surveillance within the state of Ohio sequencing efforts for identifying SARS-CoV-2 variants in wastewater are also being performed at ODHL. WGS runs are performed with Illumina MiSeq and Illumina NextSeq sequencing instruments. Sequencing runs are set up and run data metrics are monitored through Illumina BaseSpace Sequence Hub. To expand sequencing capabilities over the next three years ODHL will develop validation plans and implement laboratory protocols for sequencing clinical specimens for the following public health priorities: Mycobacterium tuberculosis, Influenza viruses, and Hepatitis C.
Current WGS workflows at ODHL require manual processes and multiple data management tools i.e., Microsoft Access, Microsoft Excel, and paper-based methods. Manual processes may lead to inefficiency and errors in the laboratory, and do not allow for scalability. To address this challenge ODHL will require a centralized data management tool for managing specimen workflows (specimen tracking, reagent lot tracking, and instrument integration).

Process

Offerors will need to review the attached RFP ODH #SRC0000027290. Each Offeror must submit a technical proposal and cost proposal as part of its total Proposal before the opening time on the Proposal due date. Further, the Offeror must title the electronic files with “ODH RFP #SRC0000027290/DOH55791- Technical Proposal” and "ODH RFP #SRC0000027290/DOH55791 - - Cost Proposal” as appropriate.
