Project Description: Sealed bids will be received electronically through PennBidTM by Willistown Township for Lancaster Avenue (S.R. 0030) Interconnect Green Light-Go Project, until 10:00 AM, prevailing time, on the 10th day of July 2026 at which time and place they will be opened and the bid results posted on PennBidTM. Each bid must be accompanied by a certified check or bid bond payable to the Owner in an amount of not less than ten percent (10%) of the bid or bids. Only bonds from companies licensed to do business in the State where the Owner is located will be accepted and the bond shall so state same.
The project involves the installation of aerial fiber optic traffic signal interconnect cable along Lancaster Avenue (SR 0030) from Woodview Way to Plank Avenue in Willistown Township, Chester County. This includes connection of the fiber to individual traffic signal controllers to establish communications at the intersections listed below. This work also includes a controller cabinet replacement and installation of a four-section flashing yellow arrow head at Lancaster Avenue and King Road.

This project is subject to prevailing wage rates in accordance with Pennsylvania Department of Labor and Industry. Prospective bidders must be pre-qualified with PENNDOT in accordance with Section 102.01 of PENNDOT Publication 408 – Specifications, latest edition thereof. Liquidated damages apply at the rate of $870.00 per calendar day
Bids must be submitted unconditionally. No bidder may withdraw bid within SIXTY (60) days after the scheduled closing time for receipt of bids.
The Owner reserves the right to waive any informalities, or to reject any or all bids.
