Replacement of floors in 4 shower houses in the park.

Project Background: East Fork State Park is requesting to have the existing epoxy floors ground down in 4 shower-houses (Men and Women’s in each facility) and removed then the installation of the decorative quartz. Loop G1, Loop G2, Loop C and Loop L restrooms are the 4 that are having the floors replaced.
Specifications/Scope of Work :
4 Men’s and 4 Women’s restroom floors (8 total) to be ground out and replaced. The approximant square footage is 2,240 SQ FT. (approx. 280SQ FT per restroom). The floor must be ground down to remove the existing coatings and prepare for the resinous flooring application. Make sure to place a drain bladder into drains to seal off the pipes so no epoxy gets down the drain and clogs the drain. Install moisture mitigation primer at 20 mils. Broadcast Torginol 40s decorative quartz aggregate to rejection (50lbs/100SF). Install 100% solids pigmented epoxy at 20 mils. Broadcast Torginol 40s decorative quartz aggregate to rejection (50lbs/100SF). Install UV stable epoxy grout coat at 15 mils. Install chemical resistant urethane topcoat at 3-5 mils. For the integral cove base the existing base needs to be demoed. Grind the wall where the base was to remove existing adhesives to prep the wall for the new floor/cove base installation. Once that is complete hand trowel the decorative quartz and epoxy mortar into 4” integral cove base. Apply grout and finish coat with adjacent flooring. Cove base is to have same finish as floor and sealed against the wall. Work is to be completed in a timely fashion, all work to be completed between the hours of 8:00AM-4:30PM. Work is to be started as soon as possible after the contractor is selected. Wall mount toilets will not be removed but the partitions will be removed by staff before the job is started.

Prior to submitting a bid response, offerors must complete a site visit.
Once a contract is awarded, failure of the bidder to have requested a site visit to become familiar with the facility and requirements of the bid will be insufficient reason to support any request to be released from the contract.
Evaluation. The contract will be awarded to the lowest responsive and responsible bidder as determined by the State.
Contract Award. The contract will be awarded to the lowest responsive and responsible bidder by low lot total. Low lot total will be determined by multiplying the unit cost by the estimated usage listed in the bid and then adding each of the totals together to arrive at a total for all items. Failure to bid all items may result in the bidder being deemed not responsive.
Veteran-Friendly Business Enterprise Program
The Veteran-Friendly Business Enterprise (VBE) program provides preference or bonus points to certified companies competing for State contracts, including eligible construction services. The legal authority for the program is R.C. 9.318, while its administrative rules are found in OAC 123:5-1-01 and 123:5-1-16.
The VBE program applies to all state agencies' purchases made by bid or proposal under R.C. 125. The VBE program allows for:
1.Prices on bids submitted by veteran-friendly businesses to exceed those prices on bids submitted by businesses not certified as veteran-friendly by up to five percent and still be eligible for winning the award; and
2.Scores on proposals submitted by veteran-friendly businesses to be up to five percent lower than the proposal scores submitted by businesses not certified as veteran-friendly and still be eligible for winning the award.
Buy Ohio and Buy American
Buy Ohio and Buy American bid preferences are enabled by RC 125.09, RC 125.11, and OAC 123:5-1-06. These preferences permit bids containing products that are produced in Ohio or a border state, or the United States of America, to be selected for contract award even if they exceed prices offered in bids not containing Ohio, border state, or American products by no more than 5% or 6%, respectively.
