INTRODUCTION
The City of Wheaton is soliciting competitive bids for the 2026 Concrete Panel Replacement
Program.
PREVAILING WAGE ACT
All Contracts for the Construction of Public Works are subject to the Illinois Prevailing Wage Act
(820 ILCS 130/1-12). DOES APPLY DOES NOT APPLY
PROJECT SCHEDULE
Completion Date: November 27, 2026
SCOPE OF WORK
The work consists of pavement removal, placement of 6-inch Class C Patches, tie bar
installation, landscape restoration, and all incidental and collateral work necessary to complete
the project, as shown on the drawings or as described in the Special Provisions.
LOCATION OF PROJECT
The following locations are included as part of this project and are in the City of Wheaton
corporate limits.
* Forest Avenue between Stoddard Avenue and President Street
* Glencoe Street between Ashton Court and Thomas Road
* Glencoe Street between Daly Road and Kay Road
* James Court between Arbor Avenue and Elm Street

DUE DATE FOR WRITTEN QUESTIONS
All questions, either administrative or technical, shall be submitted via email to Tony

ADDENDA
All questions, clarifications or revisions regarding this bid will be issued via a written addendum
and published on the City's website. Each Vendor shall acknowledge receipt of any addenda on
the Cost Proposal form. Each Vendor, by acknowledging receipt of any addenda, is responsible
for the content of the addenda and any changes to the bid. Failure to acknowledge issued
addenda may cause the bid submittal to be rejected.
BID SUBMITTAL
Submittals shall be received no later than September 8, 2026, at 11:00 am (CST). Late
submissions will not be accepted. An original Bid Bond shall be included with each bid
submittal. Copies will not be accepted.

CONFIDENTIAL INFORMATION
Vendors claiming any portion of their bid as proprietary or confidential must specifically identify

COSTS INCURRED IN RESPONDING
The City will not be responsible for any expenses incurred in preparing and submitting a
proposal.
CITY'S CONSTRUCTION SERVICES AGREEMENT (EXHIBIT B)
The attached 'Draft' Construction Services Agreement is the City's standard agreement which
specifically outlines the contractual liabilities and shall be used for this project. In submitting a
bid, the Vendor agrees to enter into an agreement with the City of Wheaton utilizing the City's
standard Construction Services Agreement.
BONDS
Bid Bond: A Bid Bond/Bid Deposit of 10% of the full contract price is required with your bid
submittal.
Payment Bond: The successful Bidder shall provide an original Payment Bond equal to one
hundred ten percent (100%) of the full amount of the award.
Performance Bond: The successful Bidder shall provide an original Performance Bond equal
to one hundred ten percent (100%) of the full amount of the award.
The cost of said bonds shall be included in the total bid amount.
INSURANCE (EXHIBIT C)
The Vendor must carry and maintain adequate insurance consistent with the requirements listed
in Exhibit C-Insurance Requirements. Provide a current Certificate of Insurance with bid as proof
of insurance.

INVOICES
All invoices shall reflect the following applicable information: Agreement number, name of the
Project, name of the Contractor, and the services/deliverables with the price depicted in the
same format as the offer.
Invoices shall be emailed to Accounts Payable at AP@wheaton.il.us.
When contractors file certified payroll with IDOL, they will receive a '.pdf confirmation' copy of
their submission. A copy of this '.pdf confirmation' shall be attached to all invoices. Not attaching
the confirmation page may cause delays in payment.
WAIVERS OF LIEN
* The first Application for Payment shall be accompanied by the General Contractor's
partial waiver of lien, called Waiver of Lien to Date, for the full amount of payment due.
* Each subsequent Application for Payment shall be accompanied by the General
Contractor's Waiver of Lien to Date, plus the partial waivers of lien of Labor,
Subcontractors and Material Suppliers who were included in the immediately preceding
Application for Payment to the extent of that payment.
* The final Application for Payment shall be accompanied by the Final Waiver of Lien for
the full amount of the Agreement from the General Contractor, Labor, Subcontractors,
and Material Suppliers, including those who have not previously furnished such final
waivers.
PROJECT CLOSE OUT
* Verification of quality and completion of service.
* Completion of Punch List and all areas of non-compliance or incomplete tasks.
* Review Liquidated Damages.
* Review Retainage.
* Final Payment: Prior to authorization of Final Payment, the following documents shall be
submitted:
Completed Waivers and Liens.

Electronic confirmation from the Illinois Department of Labor for each submittal

Documented completion of the Punch List.

SPECIAL PROVISIONS
The following Special Provisions supplement the latest editions of the "Illinois Standard
Specification for Road and Bridge Construction, the "Manual on Uniform Traffic Control Devices
for Streets and Highways", the "Manual of Test Procedures of Materials", and the
"Supplemental Specifications and Recurring Special Provisions". These are in effect on the date
of the invitation of bids and apply to and govern the construction of the streets listed in this
project. In case of conflict with any part, or parts of said Specifications, the said Special
Provisions shall take precedence and shall govern.
1) LOCATION OF PROJECT
The following locations are included as part of this project and are in the City of Wheaton
corporate limits.

2) SCOPE OF WORK
The work consists of pavement removal, placement of 6-inch Class C Patches, tie bar
installation, landscape restoration, and all incidental and collateral work necessary to complete
the project, as shown on the plan or as described herein.
3) MAINTENANCE OF ROADWAYS
The contractor shall assume responsibility for normal maintenance of all existing roadways
within the limits of the improvement once work begins on the project. Normal maintenance
shall include all repair work deemed necessary by the Engineer but shall not include snow
removal operations. Traffic control and protection for maintenance of roadways will be
provided by the Contractor and as directed by the Engineer.
Items not provided for in the contract, or otherwise specified for payment, shall be paid for in
accordance with Article 109.04 of the Standard Specification including accompanying traffic
control and protection as directed by the engineer.
A. Traffic Control Plan
Traffic Control shall be according to the applicable sections of the Standard Specifications, the
Supplemental Specifications, the "Illinois Manual on Uniform Traffic Control Devices for Streets
and Highways", any special details and Highway Standards contained in the plans, and the
Special Provisions contained herein.

SPECIAL PROVISIONS
Special attention is called to Article 107.09 of the Standard Specifications and the following
Highway Standards, Details, Quality Standards for Work Zone Safety Control Devices, Recurring
Special Provisions and Special Provisions contained herein, relating to traffic control.
The Contractor shall contact the City of Wheaton at least 72 hours in advance of beginning
work.
STANDARDS: 701301-04, 701311-03, 701501-06, 701801-06, 701901-08.
DETAILS: TC-10, TC-22.
SPECIAL PROVISIONS: Traffic Control and Protection, LRS 3 Work Zone Traffic Control, LRS 4
Flaggers in Work Zones, District 1 - Maintenance of Roadways.
B. Traffic Control and Protection (Special)
This item shall include all labor, material, and equipment necessary to provide proper traffic
control and protection operations in accordance with Section 701 of the Standard Specifications
and as described herein.
All applicable details and general conditions shall be included in the cost of this item.
The Contractor shall provide direct access to driveways and side streets utilizing aggregate
ramps at the end of each working day. This work will not be paid for separately but shall be
included in the cost of Traffic Control and Protection (Special).
This work will be measured in place and paid for at the contract unit price per lump sum for
TRAFFIC CONTROL AND PROTECTION (SPECIAL) which shall include all labor, materials and
equipment required to complete the work specified herein.
4) PROJECT SEQUENCING
The Contractor shall commence work 10 days following the execution of the contract. The work
shall be prosecuted in such a manner and with such a supply of materials, equipment, and labor
as considered necessary to ensure its completion shall be in accordance with the time specified
in the contract.
The Contractor shall schedule the work to maintain one-lane of traffic during construction and
at the end of each working day. Work completed at all side streets shall be staged to allow
access at the end of each working day.

SPECIAL PROVISIONS
The Contractor shall coordinate with the City of Wheaton to confirm no special access is
required for residents prior to driveway pavement removal or patching operations.
5) CLASS C PATCHES, TYPE IV, 6 INCH
This work shall consist of the removal and replacement of the existing pavement, as shown in
the plans and as directed by the Engineer.
This work shall be performed in accordance with the applicable Articles of Section 442 of the
Standard Specifications and the detail for CLASS C PATCHES included in the plans. All necessary
dowel rods, as shown on the plan details, shall be included in the cost of the patch. The patches
shall include an integral curb as detailed in the STANDARD B.L.R. 10-7 PCC PAVEMENT SPECIAL
(NONREINFORCED).
Removal of unsuitable material and base improvement shall be included in this item, if
necessary and depending on field conditions. The typical amount removed shall be no greater
than 24" deep and replaced with geotextile fabric, 12" of porous granular embankment (PGE),
and 6" of aggregate material meeting CA-6 gradation.
The work will be measured in place and paid for at the contract unit price per square yard for
CLASS C PATCHES, TYPE IV, 6 INCH which shall include all labor, material and equipment
required to complete the work as specified herein.
6) SODDING
This work shall consist of the installation of salt tolerant sod as shown on the plans and as
directed by the Engineer. Any supplemental watering as directed by the Engineer and all
necessary topsoil shall be included in the cost of the restoration.
The work will be measured in place and paid for at the contract unit price per square yard for
SODDING which shall include all labor, material and equipment required to complete the work
as specified herein.

REVISIONS TO STANDARD SPECIFICATION SECTIONS
7) PUBLIC CONVENIENCE AND SAFETY
The following will be added to the end of the fourth paragraph of Article 107.09:
A holiday falling on a Saturday or Sunday, and is legally observed on a Friday or Monday, shall
include the length of the holiday period for that Monday or Friday were applicable.
Delete the fifth paragraph of Article 107.09 of the Standard Specifications:
On weekends, excluding holidays, roadways with Average Daily traffic of 25,000 or greater, all
lanes shall be open to traffic from 3:00 PM Friday to midnight Sunday except where structure
construction or major rehabilitation makes it impractical.
8) ADJUSTMENTS AND RECONSTRUCTIONS
All sanitary manhole adjustments shall require installation of an external chimney seal. No
additional compensation shall be given for this work, but instead, considered included in the
line item SANITARY MANHOLE TO BE ADJUSTED WITH EXTERNAL CHIMNEY SEAL, which price
includes all labor, material, and equipment.
Revise the first paragraph of Article 602.04 to read as follows:
602.04 Concrete- Cast-in-place concrete for structures shall be constructed of Class SI concrete
according to the applicable portions of Section 503. Cast-in-place concrete for pavement
patching around adjustments and reconstructions shall be constructed of Class PP-1 concrete,
unless otherwise noted in the plans, according to the applicable portions of Section 1020."
Revise the third, fourth and fifth sentences of the second paragraph of Article 602.11 (c) to
read:
"Castings shall be set to the finished pavement elevation so that no subsequent adjustment will
be necessary, and the space around the casting shall be filled with Class PP-1 concrete, unless
otherwise noted in the plans, to the elevations of the surface of the base course or binder
course. HMA surface or binder course material shall not be allowed. The pavement may be
opened to traffic according to Article 701.17 (e) (3) b. "
Revise Article 603.05 to read:
603.05 Replacement of Existing Flexible Pavement. After the castings have been adjusted, the
surrounding space shall be filled with Class PP-1 concrete, unless otherwise noted in the plans,
to the elevation of the surface of the base course or binder course. HMA surface or binder

course material shall not be allowed. The pavement may be opened to traffic according to
Article 701.17 (e) (3) b."
603.06 Replacement of Existing Rigid Pavement. After the castings have been adjusted, the
pavement and HMA that was removed shall be replaced with Class PP-1 concrete, unless
otherwise noted in the plans, not less than 9 inches thick. The pavement may be opened to
traffic according to Article 701.17 (e) (3) b."
The surface of the Class PP concrete shall be constructed flush with the adjacent surface."
Revise the first sentence of Article 603.07 to read:
603-07 Protection Under Traffic. After the casting has been adjusted and the Class PP concrete
has been placed, the work shall be protected by a barricade and two lights according to Article
701.17 (e) (3) b."
