Historic Roadside Property - Historic Architect: Fiscal Year 2027 Projects

Brief Description: MnDOT requests letters of interest for a Secretary of Interior qualified Historic Architect to lead a multi-disciplinary team to create design documents and assist with construction administration for multiple MnDOT Historic Roadside Property and Waysides (HRPW) projects. The HRPW program completes 3-5 state funded project each year rehabilitating historic roadside properties, which are also classified under the rest area classification system, mostly as Class IV Rest Areas with no toilet building, but which may also include portable or vault toilets. Thes properties have been evaluated by historians and have some other historic photos and plans to use as reference. The goal of this project is to provide a multi-disciplinary team, consisting of Historic Architects, Landscape Architects, and Engineers to create complete, biddable, and constructable drawings and specifications for the HRPW projects.

General Scope (all projects as indicated)
1. Information gathering and research-The Successful Responder will begin with gathering available project information (including historic
evaluations, historic photos, and archaeology surveys, Early Notification Memo Environmental Review-all provided by owner) and other
research and site information as needed. The consultant will begin design with a site analysis, condition assessment of historic structures,
condition assessment of existing site elements, and proposed scope. Once these are reviewed by the owner, design will be completed to
the 30% design level.

2. Land Survey-The Successful Responder will coordinate getting the land survey (full survey, or just verification/integration into plans)
integrated into layouts and determine project limits needed. If the land survey is provided by owner, it will be in MicroStation and the
Successful Responder will need to convert it to their software if using AutoCAD.
3. Kick-off meetings-The project will start with a kick-off meeting virtually and on-site to review the site, planned scope and project design
elements.
4. Concept Design (30%)- 30% review documents, in pdf 11”x17” format, will include draft of all sheets and details needed, and including title
sheet, existing conditions-with utilities, erosion control/ Stormwater Pollution Prevention Plan (SWPPP)/Environmental Management Plan
(EMP), traffic control, removals and demo, grading and drainage, proposed construction, planting, regulatory signs, details, and standard
details/plates. Site and Architectural and Engineering plans are to be in separate sheet ranges but coordinated. The consultant will provide
a high-level estimate will be required to confirm the project elements all fit within the project funding.
5. Design Review- HRPW staff will do a preliminary quality control review of the documents prior to the full review. The Successful Responder
may be asked to make changes prior to the full Design Team review. The design team review will be via Bluebeam. The review team will
include the consultants, HRPW staff, District staff, ADA staff, Cultural Resources Unit (CRU) staff, and others as needed. The owner will
provide the full comment set after the review meeting is complete.
Task 2 Design Development (60, 90, 100%): An iterative design process to 60%, 90% and 100% Design. Each Design level will require the further
development and refining of the design based on the previous revie and interim discussions.
1. Refined Scope and Packaging-Scope items may be changed (added or eliminated) depending on the estimated cost and funding available.
At the 60% level, scope items may be separated into separate work packages for Negotiated Maintenance and Construction Contracts
(NMCC) letting.
2. Estimating-Full estimates based on Statement of Estimated Quantities (SEQ) items (to be formatted into the NMCC Quote Form) will be
required at each level.
2. Concept Design (60-100%)- The Successful Responder will continue design development and prepare review documents for the 60, 90, and
100% levels for each work package. Interim discussions with HRPW staff and small area interim concept ideas may need development
during the design process in coordination with HRPW staff. Coordination with District staff on traffic control, signing, ADA, and other
elements may be needed. All sheets and details will be iteratively developed until the set is completed for letting.
3. Specifications- Division S specifications will be prepared for all items not fully called out in the MnDOT Standard Spec and as units in
AASHTOWARE. Specifications may be provided in separate packages for site and architecture. Lighting and signage specifications are also
separate. HRPW staff will complete the standard Division S specifications. HRPW staff will revise the masonry contractor pre-qualification
“Form A” with input from the Successful Responder.

4. Historic Design Review for Eligible and Listed Properties - Rendered views and plans will be needed at the 60% design level for CRU staff
coordination for compliance with the Secretary of Interior Standards for the Treatment of Historic Properties. Sites eligible for the National
Register of Historic Properties (NRHP) will require CRU Review. Sites Listed on the NRHP will require State Historic Preservation Office
(SHPO) review. SHPO review takes 30 days after the renderings and CRU letter are submitted. All State Historic Preservation Office (SHPO)
comments must be incorporated by the 90% design set and confirmed with CRU and/or SHPO prior to letting.
5. Design Review - HRPW staff will do a preliminary quality control review of the documents prior to the full team design review. The
successful responder may be asked to make changes prior to the full design team review. Design team reviews will be via Bluebeam. The
review team will include the consultants, HRPW staff, District staff, ADA staff, CRU staff, and others as needed. The owner will provide the
full comment set after the review meetings are complete.
Task 3 Letting (NMCC): Final design will include completing resolution of all design review and regulatory comments. Quality Assurance
(QA)/Quality Control (QC) procedures will be submitted with the final design drawings and specifications.
HRPW staff will compile the final NMC Quote package with MnDOT front end documents and email the package to identified contractors.
A virtual or on-site pre-letting meeting will be scheduled and included in the quote package. The Successful Responder will attend the pre-letting to
answer questions as needed.
When quotes are received, the successful responder will assist with quote and experience evaluations and HRPW staff will create the full bid tab,
public bid tab, and inform the contractors who quoted on the project. HRPW staff will complete the quote award with completion of a purchase
order for the successful low qualified contractor.
Task 4 Construction Administration (CA): Coordinate with Site Development Unit (SDU) and District staff during CA as needed.
The Successful Responder will provide agendas and notes for all meetings and construction activity as needed (pre-construction meeting, pre-
activity meeting, Historic Masonry Treatment plans and photos, interim concerns and discussions). Weekly on-site meetings will be required for the
duration of the project. The Successful Responder will review submittals, construction mock-ups, and proposed changes to the work/contract
(Request for Information (RFI), Proposal Request, change directive, change order), and quantify work completed for interim and final payments. The
Successful Responder will coordinate and document punch list reviews and close-out requirements for final payment.
Task 5 Warranty Bond Inspections: The Successful Responder will schedule and complete 10-month warranty inspections for plants, seeding, and
historic masonry bond items with HRPW staff and the contractor. At the site visit, the Successful Responder will document completion of the
warranty items for closing the bonds. If needed, the Successful Responder will schedule and complete site inspections for extended warranty items
and follow up as needed.

Task 6 Treatment and Maintenance Plan: The Successful Responder will complete a written historic property maintenance and treatment plan, which will
include the general site as-built condition, ongoing regular maintenance plan and inspection forms and the outline of ongoing maintenance needs for
MnDOT use in the future.
