SPECIFICATIONS AND CONDITIONS FOR REINFORCED
CONCRETE, CORRUGATED POLYETHYLENE AND
CORRUGATED STEEL PIPE CULVERTS.
GENERAL
The quantity of pipes listed on bidders= proposal is only approximate quantity of
pipe needed for the period from March 16, 2026 thru February 28, 2027 and is not
expressed or implied that these will be the amounts purchased by Upshur County.
All pipe shall be subject to inspection and test for compliance with specifications.
SPECIFICATIONS
Bidder shall specify and itemize the unit price per linear foot for each size pipe bid.
CORRUGATED STEEL
All pipe to be corrugated steel pipe and meet or exceed current Texas Department
of
Transportation specifications for corrugated galvanized metal pipe. Pipe shall be
made from zinc coated iron or steel sheets which shall conform to ASTM
designation A and/or AASHO M-218. Strength requirements shall exceed HS20
loading with back fill depth less than five feet from top of pipe.
CORRUGATED ( SMOOTH INTERIOR WALL) POLYETHYLENE PIPE
All pipe are to be corrugated polyethylene pipe and shall conform to the
requirements of AASHO M-294 for the specified diameters for circular non-
perforated pipe. All pipe shall be subject to inspections and test for compliance with
specifications.
Pipe shall be joined with bell and joint spigot joint meeting AASHTO M294 or
AASHTO MP7. The joint shall be silt tight and non-rated watertight. Gaskets shall
be made of polyisoprene meeting the requirements of ASTM F477 with the addition
that the gaskets shall not have any visible cracking when tested according to
ASTM D1149 after 72 hours exposure in 50 PPHM ozone at 104 degrees F. Gaskets
shall be installed by the pipe manufacturer and covered with a removable wrap to
ensure the gasket is free from debris. A joint lubricant supplied by the
manufacturer shall be used on the gasket and bell during assembly.
REINFORCED CONCRETE PIPE
All pipe to be reinforced and meet or exceed current Texas Department of
Transportation specification for Class III. Reinforced Concrete Pipe Culvert.
ASTMC-76. Tongue and Groove Joints. In addition, All reinforced concrete pipe
shall meet or exceed the following specifications.

CONTRACT AWARD: TOTAL BASE BID shall be used to determine the lower bidder.
Upshur County reserves the right to award separate contracts on each of the base bids, to
reject any or all bids, to award contracts to primary and secondary vendors, to reject
materials not meeting specifications, and to increase or decease the quantities.
ESCALATION AND DE-ESCALATION POLICY
It is agreed the unit price is based, in part, on prices charged or quoted at the time of this
bid by a product supplier to the vendor. The unit price bid may be increased or decreased
when a product supplier increases or decreases their price to the vendor; however the
increase or decrease in the unit price shall be limited to the amount of the increase or
decrease in price a product supplier charges the vendor. Any change in the unit price bid
shall be accompanied by supporting documents from the vendors product supplier The
vendor shall provide notice to the County Road Administrator at least two (2) days in
advance of any increase in the unit price bid. The two (2) day period shall begin upon
receipt of the notice by the County Road Administrator. Upshur County reserves the right
to cease purchase of product, purchase from a secondary bidder, re-bid or continue
purchasing from the primary vendor if the unit price bid increases.
