Solicitation Document RFP #UCA-27-022
SECTION 1 - GENERAL INSTRUCTIONS AND INFORMATION
1.1 PURPOSE
The University is seeking proposals from qualified vendors to provide comprehensive nursing school resources.
The resources must include at a minimum, a toolkit that replaces all traditional textbook purchases, interactive
simulations, Electronic Health Record (EHR) tutoring, and National Council Licensure Examination - Registered
Nurse (NCLEX-RN) review, proctored and individual assessments for NCLEX-RN readiness, and comprehensive
reviews and other learning materials.
1.2 CURRENT ENVIRONMENT
The UCA Nursing School currently purchases and asks students to purchase all necessary goods and services
separately.
1.3 VOLUNTARY PRODUCT ACCESSIBILITY TEMPLATE
Provide your VPAT (Voluntary Product Accessibility Template) for accessibility or your WCAG 2.2 Conformance
Statement. Include specific information regarding the accessibility of any platform, keyboard navigation, and
screen reader accessibility for all electronic offerings.
1.4 REQUIREMENTS
A. Textbooks and other learning materials
The proposed solution should offer core curriculum materials such as structured textbooks and review
modules for fundamental clinical areas like Adult Medical-Surgical Nursing, Pharmacology, Fundamentals,
Pediatrics, Maternal-Newborn, Mental Health, Community Health, and Leadership. In addition to physical
modules, additional resources should equip students with interactive digital learning platforms including
dosage calculations and safe medication administration for mastering clinical math, and pharmacology
modules for high-yield drug study. The solution should allow students to develop clinical judgment and hands-
on skills are developed using skills modules (procedural videos and checklists) and health assessment (virtual
physical assessment simulations).
B. Interactive simulations
The proposed solution should include an immersive, video-driven screen-based simulation suite featuring live
actors portraying real patients in clinical settings. Students should learn by choosing an incorrect intervention
which will force the student to manage the resulting real-time clinical consequences, whether that is patient
decompensation, safety errors, or escalating distress. The modules must cover, at a minimum, major clinical
domains including Adult Med-Surg (e.g., MI, COPD, CKD), Maternal-Newborn, Pediatrics, and Mental Health
(e.g., Schizophrenia). Each scenario should include ready-to-use lesson plans.
The solution should also focus on high-volume patient prioritization, delegation, and workload management
across multiple unfolding client scenarios. It should challenge students to manage multiple virtual patients
simultaneously simulating the shift environment of a busy hospital floor. Students should be challenged to
review audio handoff reports, analyze changing vital signs, handle constant workplace distractions, and
practice medication passes while prioritizing care based on urgency. It should provide continuous exposure to
diverse, low-frequency/high-risk patient cases that students rarely encounter during traditional clinical
rotations.
The health assessment simulation offerings should be an interactive learning suite built specifically to teach
physical health assessment and clinical judgment skills. Students should be able to perform full head-to-toe
and system-specific physical examinations in a digital clinic environment. The tool guides students through
gathering subjective client histories, performing objective physical assessment techniques (inspection,
Page 2 of 29

Solicitation Document RFP #UCA-27-022
auscultation, palpation, and percussion), and identifying normal versus abnormal physical findings. It should
be designed to build foundational clinical judgment by requiring students to document their findings and
connect abnormal findings to potential underlying pathophysiologies before performing procedures on real
patients.
C. Civility and Soft Skills Simulations
These simulations should focus on soft-skill acquisition, therapeutic communication, and professional
behavior. Students should be able to assume the role of a nurse and navigate challenging interpersonal
situations, such as resolving peer-to-peer workplace conflict, handling student-to-preceptor tension, delivering
difficult diagnoses, and de-escalating angry family members. Ideally, the interactive branching dialogue
should force students to choose the most therapeutic response.
D. Electronic Health Record (EHR) tutoring
The proposed solution should offer a realistic electronic health record charting interface spanning specialized
units like Pediatrics, Behavioral Health, Labor and Delivery, and Outpatient Care. The proposed solution
should include realistic barcode scanning, digital medication dispensing management, unfolding case studies,
and live collaborative charting to prepare students for clinical documentation. Students should be able to
utilize screen-based clinical reasoning simulations using real life scenarios and virtual simulation.
E. NCLEX-RN review
The proposed solution should include NCLEX readiness offerings. The offerings should include a computer-
adaptive testing (CAT) question bank. The review should include a proctored Comprehensive Predictor Exam.
F. Faculty Resources and Assistance
Educators must have access to an extensive infrastructure to streamline instruction, manage accreditation
requirements, and evaluate performance. Faculty should have access to on-demand professional
development courses, product integration training, and webinars on modern nursing pedagogy. Institutional
software should assist nurse educators in designing, evaluating, and mapping out concept-based curricula.
Educators should have access to real-time class analytics and student usage metrics, allowing them to track
cohorts, flag struggling students early, and utilize remote proctoring tools for secure, standardized test
administration.
G. Consulting, Strategic Partnership, and Purchasing Benefits
The School of Nursing (SON) faculty should be paired with consulting solutions. The consulting should
provide guidance on curriculum development, accreditation preparedness, item-writing for exams, and
classroom management strategies. The solution should analyze school-wide data and key performance
indicators. The goal of consultation is to allow leadership to align testing and remediation policies to ensure
consistent student outcomes.
H. Proctored and Individual Assessment (Testing)
The proposed solution should offer standardized proctored exams that cover key nursing courses such as
Pharmacology, Fundamental, Maternal-Newborn, Medical-Surgical, and Mental Health. Exams should
provide a probability of passing the NCLEX on the student's first attempt. The platform for testing should be
secure and require the identity of the test taker.
I. Additional Services
Additional offerings such as consulting or any other benefits may be offered as part of the package of
comprehensive services.
Vendors should submit a comprehensive list of deliverables along with a detailed description of each.
