Overview



Summary

As requested by the Solid Waste Division (hereinafter, the “Division or Department”), the Collier County Board of County Commissioners Procurement Services Division (hereinafter, “County”) has issued this Request for Professional Services (hereinafter, “RPS”) with the intent of obtaining proposals from interested and qualified Consultants in accordance with the terms, conditions and specifications stated or attached. The Consultant, at a minimum, must achieve the requirements of the Specifications or Scope of Work stated. Full time Construction Engineering and Inspection (CEI) services are being requested for the Immokalee Recycling Drop-off Center and Scale House & Control Center Project. The CEI work involves providing project oversight for the County, ensuring that the Construction Team constructs the project in reasonable conformity with the plans, specifications, and Supplemental Specifications for the Construction Contract. The CEI firm is the liaison between the County and the Construction Team to observe the construction work and to determine the progress and quality of the work. The CEI Consultant identifies discrepancies and reports significant discrepancies to the County.



Background

Collier County operates several Recycling Drop-Off Centers to provide services and programs that sustainable manage the County’s waste. These facilities promote environmentally responsible disposal and recycling. These facilities are open to residents and provide designated drop-off locations for materials such as cardboard, electronics, metals, and other recyclable or hazardous items requiring safe handling.


The County currently manages four primary Recycling Drop-Off Centers:
1. North Collier Recycling Drop-Off Center (NCRC) located at 9950 Goodlette Frank Rd N, Naples, FL
2. Naples Recycling Drop-Off Center (NRC) located at 2640 Corporate Flight Dr, Naples, FL
3. Marco Island Recycling Drop-Off Center (MRC) located at 990 Chalmer Dr, Marco Island, FL
4. Tim Nance Recycling Drop-Off Center (TNRC) located at 825 39th Ave N.E., Naples, FL

To expand service capacity, improve recycling and enhance solid waste operations, the Collier County Solid Waste Division, part of the Public Utilities Department (PUD), is moving forward with the development of a new facility: the Immokalee Recycling Drop-Off Center, including a Scale house and Control Center. The new center will be located at 700 Stockade Road, Immokalee, Florida, within the County’s existing Immokalee Solid Waste property.

Construction will take place within an active transfer station and scalehouse, which must remain fully operational and accessible to the public for the duration of the project. Additionally, existing waste mounds on the site must remain undisturbed throughout all construction activities.

The County is currently collaborating with Jones Edmunds and Associates, who are responsible for the design of the new facility and will also provide Construction Administration (CA) services during the construction phase.

The County seeks Construction Engineering and Inspection (CEI) Services for this project. The selected CEI firm will be required to work closely with County staff, Jones Edmunds, and the Construction Team to ensure construction is completed efficiently, safely, and in accordance with project specifications and operational constraints.
