The Indian Health Service (IHS) is conducting a SOURCES SOUGHT/REQUEST FOR INFORMATION as outlined in FAR 15.201(c)(3) to gain knowledge of interest, capabilities, and qualifications of firms especially small businesses including: Native American/Indian-Owned Businesses (Indian Economic Enterprise (IEE)), 8(a) Certified Small Businesses, Historically Underutilized Business Zones (HUB-Zone) Small Businesses, Women Owned Small Businesses, Service Disabled Veteran-Owned Small Businesses (SDVOSB), Small Disadvantaged Businesses (SDB), and Veteran Owned Small Businesses.
Interested firms are requested to reply to this announcement with a submittal as described below. Please note that a decision not to submit a response to this request for information will not preclude a vendor from participating in any future solicitation.
NO PROPOSALS ARE BEING REQUESTED OR ACCEPTED WITH THIS RFI. THIS IS NOT A SOLICITATION FOR PROPOSALS. Respondents will NOT be notified of the results of this notice. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up information requested.
Market Research is being performed pursuant to Federal Acquisition Regulation (FAR) Part 10 to identify businesses capable of performing the functions described herein.
SUMMARY OF SCOPE
This scope provides support for the implementation of GIS within the OEHE Program through tasks including, but not limited to, development and maintenance of feature service schemas, quality assurance/quality control, policy and guideline development support, apps and tool development, maintenance of the portal sites page, technical support, resource development, and training. The IHS has a separate technical support contract to operate and maintain the GIS infrastructure and provide limited support services including publishing enterprise services, development of field map applications as requested, and other technical assistance (including coordination with other support vendors) as needed.
Interested contractors shall possess the capacity, capability, and expertise to execute the following tasks:
GIS Program Manager: The GIS Program Manager, or their designee, shall serve as a technical expert on the Management Team that meets monthly to discuss implementation, support issues, versioning strategies, hardware challenges, software portfolio recommendations, trainings, templates, user manuals, and all other issues related to GIS products within IHS.
Help Desk: The intent of the help desk to provide timely support to IHS GIS users experiencing technical problems or that have hit a roadblock to designing or using IHS GIS products. The Vendor shall server as the primary help desk contact and gatekeeper. Vendor shall route any technical problems with the portal or feature services that need to be addressed by IHS OEHE portal admins or IHS personnel to the correct contacts and shall follow-up with the alternate support provider and ticket requester to ensure that the ticket has been resolved. Contacts to be provided after award of contract.
The help desk shall be staff with subject matter experts in GIS workflows and software within the IHS ESRI software portfolio.
Training Resources: Training resources includes the creation and/or execution of competency development opportunities including, but not limited to two-hour virtual training workshops, four-hour periodic advanced virtual workshops, multi-day trainings, and YouTube style short videos.
Data Conversion: Convert existing legacy files (e.g., CAD drawings, PDF documents, pictures) from their current formats into an existing IHS GIS database with predefined layers and attributes. Work with the requesting IHS office to schedule a time to visit the appropriate IHS office(s) that have project documentation and/or visit the community site. The IHS will provide access to personnel, files, and access to a copy machine. Vendor shall provide a laptop and other equipment (e.g., camera) as needed for use during the site visit.
The period of performance of this proposed IDIQ is anticipated to be one base year and four (4) one-year options, five (5) years in total. Orders for the above tasks will be placed in accordance with terms and conditions of the IDIQ.
The type of work to be performed will be categorized under PSC code C219, Architect and Engineering – General, Other and NAICS code 541330, Engineering Services with a size standard of $25.5 million.
