Project Description: Hillsborough County intends to recommend the award of a noncompetitive procurement to SubAir Systems, LLC, for a two (2) year period for ongoing and as-needed Soil Scout brand sensor system parts and Cloud System used for soil monitoring services at a total cost of $200,730.00 for the Parks & Recreation Department. The soil monitoring services will provide soil moisture, temperature, and salinity monitoring, delivering a real-time underground weather map on variability within the premises and management zones directly to users’ devices, enabling precise and proactive management of soil conditions. This procurement is being made in accordance with the County’s Procurement Policy Section 3-208(1) and is considered a noncompetitive procurement because SubAir Systems, LLC is the only authorized vendor in Hillsborough County that can provide the required sensor systems equipped meeting salient specifications with their patented (Patent No. US9673912B2) underground radio technology due to their proprietary equipment and software applications and the manufacturer only sells direct through one regional representative. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
Contractors who believe that they can provide goods and/or services that are substantially and materially the same as those identified in the attached quote must submit clear and convincing information to support a challenge to the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project and must be directed to the primary contact listed above using the “messages” section in Bonfire for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
