Description
THIS IS A SMALL BUSINESS SET-ASIDE PROCUREMENT. This procurement will result in one Indefinite Delivery/Indefinite Quantity (IDIQ) contract for A-E services for Cost Engineering, Value Engineering, and Scheduling Services at various military facilities and installations located in the NAVFAC SW Area of Responsibility (AOR), including California, Arizona, Nevada, Colorado, New Mexico, Utah, but may also include work worldwide. The preponderance of work will be in Southern California. These services will be procured in accordance with 40 USC Chapter 11, Selection of Architects and Engineers, as implemented by FAR Subpart 36.6. The IDIQ contract will be for a base period of two (2) years and three (3) 1-year option periods, for a total contract duration of five (5) years. The total fee for the contract term shall not exceed $30,000,000. The guaranteed minimum for the contract term (including option years) is $1,000. Firm-fixed price task orders will be negotiated for this contract. The minimum value of individual task orders executed under this contract is $5,000. The maximum value of individual task orders executed under this contract is $750,000. There will be no dollar limit per year. Multiple task orders may be awarded with similar completion schedules and overlapping delivery dates. Estimated start date is May 2026.Primary A-E services expected to be performed under this contract are: 1. Cost Engineering (CE): Cost Estimates using the Parametric Cost Estimating System (PACES) and/or Micro-Computer Aided Cost Estimating System ? Second Generation (MII); Construction cost reduction evaluations and recommendations; Bid analyses and verifications; Validations of DD Form 1391 scope/cost estimate; Review of and provide technical analysis of contractor change order cost proposals; and Cost and Schedule Risk Analysis (CSRA). 2.        Value Engineering (VE): Conducting VE and/or Function Analysis Concept Development (FACD) Workshops; Conducting VE evaluations for Alternative Construction Methods (ACM); and Life Cycle Cost Engineering and/or Total Ownership Cost analyses. 3. Scheduling: Preparation of design and/or construction cost loaded schedules using Primavera (P6) version 15.2 or later; Review/analysis of base line contractor schedules; Review/analysis of contractor change orders; and Time impact analysis (TIA).Secondary A-E services expected to be performed under this contract are: DD Form 1391 document preparation; Assistance with claims, litigations, and negotiations with boards/committees; and Site/field engineering investigations, studies, surveys, analyses, reports.
