NOTICE TO BIDDERS

NOTICE IS HEREBY GIVEN: That proposals for Water System Expansion in Calverton, Brookhaven, Project I – General Construction of New Water Mains and Appurtenances by Open Cut in Manorville & Calverton – Phase One, Project II - Installation of New Water Main and Appurtenances by Directional Boring Technology in Manorville & Calverton, Project III – Installation of New Water Service Taps and Meter Assemblies in Manorville & Calverton, will be received by Suffolk County Water Authority, not later than 11:00 a.m. on November 14, 2024, at which time and place they will be publicly opened and read aloud. Bids will only be accepted electronically; prospective bidders must submit their bids via the following website: www.BidNetDirect.com/new-york.com .

Invitation to Bid (ITB) documents are available for you to download by login in to the following websites www.scwa.com ; or www.BidNetDirect.com/new-york . Questions and answers will also be posted on the public websites noted above.

A Mandatory Pre-Bid Conference is scheduled for 10:00 a.m. on Wednesday, October 30, 2024. The conference will be held at Suffolk County Water Authority’s Purchasing Department located at 4050 Sunrise Highway in Oakdale, NY, Conference Room. Any firm wishing to have a bid considered by SCWA must send a representative to the conference.

Failure by a firm or its representatives to attend the Mandatory Pre-Bid Meeting will disqualify the firm’s bid from consideration for an award. The Authority may excuse a firm’s attendance at the pre-bid conference upon a showing of an extraordinary circumstance that prevented the firm or any of its representatives from attending the conference.

Whereas the Suffolk County Water authority anticipates this project will proceed with grant funding through the NYS Environmental Facilities Corporation, the attached specifications (Program Requirements and Bid Packet for Construction Contracts) are hereby made a part of this contract. Bidders must comply with all terms, conditions and reporting requirements as described in Contract No. 8051.

Apprenticeship Agreement: The Suffolk County Water Authority requires, pursuant to New York Labor Law Section 816-b, all Contractors and Subcontractors shall have, apprenticeship agreements appropriate for the type and scope of work to be performed under this Contract, that are registered with and approved by the New York State Commissioner of Labor pursuant to the requirements of New York Labor Law Article 23. Evidence of such agreements for both contractors and subcontractors, if any, must be submitted with the bid.

All bidders please be advised that this project may be funded entirely or at least in part from a Federal assistance agreement between EPA and the Suffolk County Water Authority. In accordance with State, local or tribal laws and regulation as well as Federal laws and Uniform Grant Guidance (UGG) – 2 CFR Part 200, 40 CFR Part 33 and/or 40 U.S.C. Part 1101 et seq., all bidders shall acknowledge, and comply as applicable, the federal requirements and provisions for construction contracts including, but not limited to: the Davis-Bacon Act; EPA’s Disadvantaged Business Enterprise (DBE) program; Build America, Buy America (BABA) Act; and American Iron and Steel (AIS) Act.

The contractor shall not discriminate on the basis of race, color, national origin or sex in the performance of this contract. The contractor shall carry out applicable requirements of 40 CFR part 33 in the award and administration of contracts awarded under EPA financial assistance agreements. Failure by the contractor to carry out these requirements is a material breach of this contract which may result in the termination of this contract or other legally available remedies.

Disadvantaged Business Enterprises are encouraged to bid.
