The City of Reading (City) is seeking bid/proposals to provide Traffic Signal Response Maintenance for the City's Public Works Department as further detailed throughout this IFB in clusive of all tasks, deliverables and/or products required herein. If the City makes an award in connection with the bid/proposal, Attachment P “Contract” and all terms and conditions of thi s IFB a s well as all documents incorporated therein shall form the entire agreement between the City and the successful Bidder.
The City's goal is to provide an effective and efficient traffic control system with devices that maximize safety, quality, reliability, comfort and comprehension while minimizing travel time, inconvenience and expense for the traveling public and taxpayers.
These specifications, along with the 2021 City of Reading Traffic Signal Maintenance Plan provided in Attachment "T" and PennDOT Publication 191, shall provide the guidelines for proper maintenance of the signalized intersections and signal communication equipment within the corporation limits of the City of Reading and to provide for the continuing function in their existing condition or better.
In the State of Pennsylvania, traffic signals are owned and maintained by the municipalities but permitted by the state. The municipalities are finally responsible for the operation and maintenance of traffic signals. By proactively managing its traffic signal assets, the City will be able to more effectively leverage traffic signal funding to strategically address the existing needs and plan for future maintenance and upgrades. The City of Reading's goal is to provide an effective and efficient traffic control system with devices that maximize safety, quality, reliability, comfort and driver comprehensive, while minimizing travel time, inconvenience and expense for the traveling public and the taxpayers. As a means to achieve this goal, the City has developed this guide for the operations and maintenance of the 131 traffic control signals and 16 non-intersection assets owned and maintained by the City of Reading.
