2026 Odor Control Master Plan

The San Antonio Water System (SAWS) operates a wastewater collection system that consists of nearly 6,200miles of sewers, 145 lift stations, 14 odor control stations, and 2 bioscrubbers. This system collects wastewaterfrom 930 square miles and transports it to one of three water recycling centers and is also operated by SAWS.The purpose of this project is to develop a system-wide Odor Control Master Plan that identifies odor sourcesin the wastewater collection system, including efforts to characterize the odors and identify their causes;evaluates the current odor control program; and recommends phased, cost-effective solutions to manage andprevent sewer odors across the wastewater collection system.

  • Identify, map, and characterize odors across the wastewater collection system.
  • Document and evaluate the existing odor control program, which consists of chemical dosing, two odorcontrol units, and aeration systems at lift stations.
  • Recommend operational improvements to the existing odor control infrastructure.
  • Identify and investigate the application of modern technologies to better manage, mitigate, or eliminateodors.
  • Recommend and prioritize improvements based on risk, lifecycle cost, operability, safety, and communityimpact.
  • Develop a phased implementation and monitoring plan.
