1.1 PROJECT INFORMATION
A. Notice: Qualified bidders are invited to submit proposals electronically via the PennBid Program (www.pennbid.net) for Project as described in this Document according to the Instructions to Bidders.
B. Project Identification: Unionville Elementary School HVAC Renovations
C. Project Location: Unionville Elementary School, 1775 Doe Run Road, Kennet Square, PA 19348
D. Owner: Unionville-Chadds Ford School District, 740 Unionville Road, Kennett Square, PA 19348

G. Project Description:
Replacement of (5) Rooftop Heat Recovery Units with Dedicated Outside Air System that is an air cooled, DX Rooftop Unit with hot gas reheat, with an energy recovery wheel, and natural gas fired furnace for heating. Re-use existing ductwork. Replace Library RTU with air cooled DX Rooftop unit with hot gas reheat to address humidity, energy recovery wheel as needed per energy code, and natural gas fired furnace for heating. Re-use existing ductwork. All new RTUs to be air cooled DX with hot gas reheat, energy recovery (as needed per code), with natural gas fired furnace for heating.
H. Multiple Prime Contract Project consisting of the following prime contracts:
General Building Construction.
Mechanical Construction.
Plumbing Construction.
Electrical Construction.
1.2 CONTRACT DOCUMENTS
A. Specifications, drawings and other bidding information will be on file and open to public inspection at the office of the Architect, the District Administrative Offices and electronically on PennBid *** after 14 November 2025.***
1.3 BID SUBMITTAL AND OPENING
A. Owner will receive sealed proposals electronically for the General Building Construction Contract via the PennBid Program until the time and date at the location indicated below. Owner will consider proposals prepared in compliance with the Instructions to Bidders issued by Owner, and delivered as follows:

1.4 BID SECURITY
A. Bid security shall be submitted with each bid in the amount of 10 percent (10%) of the bid amount. No bids may be withdrawn for a period of sixty (60) days or 120 days if the bid award is delayed by the required approval of another government agency after opening of the bids. Failure to do so bidder agrees to forfeit to the Owner the attached cash, cashier’s check, certified check, U.S money order, or bid bond as liquidated damages for such failure after opening of bids. Owner reserves the right to reject any and all bids and to waive informalities and irregularities.
1.4 PRE-BID MEETING
A. Pre-bid Meeting: A mandatory Pre-bid meeting for all bidders will be held at the project site on 18 November 2025 at 4:00 p.m. local time, at the Unionville Elementary School, 1775 Doe Run Road, Kennet Square, PA 19348.
Prime bidders are required to attend.
Bidders' Questions: Architect will provide responses at Pre-bid conference to bidders' questions received up to two (2) business days prior to conference.
1.5 DOCUMENTS
A. Digital Bid Documents: Bidding documents are available at no cost via the PennBid Program. Note that bidders must download documents from PennBid in order to be included on the Bidders List, and to receive subsequent addenda or project-related notifications.
1.6 TIME OF COMPLETION
A. Successful bidder shall begin the procurement and submittal process on receipt of the Notice to Proceed and shall complete the Work within the Contract Time. Work is subject to liquidated damages.
a. Construction Start: 15 June 2026 - Contractors to allow for fluctuation of three (3) business days in this date.
b. Substantial Completion: 07 August 2026
c. Full and Final Completion: 21 August 2026
1.7 BIDDER'S QUALIFICATIONS
A. Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. A Performance Bond, separate Labor and Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the successful Bidder.
B. AIA Document A305-2020 – “Contractor’s Qualification” statement shall be submitted with bids.
Only low bid contractors shall be required to submit financial statement.
1.8 NOTIFICATION
A. This Advertisement for Bids document is issued by the Unionville-Chadds Ford School District.
