Texas HistoricalCommission (THC) is seeking bids for digital media and visitor intelligenceplatform service(s) listed in the Exhibit II Price Schedule for the historicsites marketing campaign. THC seeks vendors with at least 25years of experience similar to the type and scope of goods required and/orservices rendered by this IFB (as judged by THC) to be eligible for theContract award. Vendors that do not meet this eligibility requirement will bedeemed nonresponsive. Preference will be given to bidders who have completed similar projects of similar scope and size.
THC seeks anindividual or firm with the required expertise in digital advertising and exclusive access to first-party data and targeted audiences integral to yourcampaign success. We are the sole Texas-based company focused on travel andtourism that leverages proprietary data gathered over more than 28years—predating even Google. Our methods incorporate unique audience insights,making us the exclusive provider capable of executing highly specializeddigital campaigns to boost Texas visitation.
Furnish all items specified in the Exhibit II PriceSchedule. Vendor must integrate real-time, comprehensive datasets including GPStracking, spend transactions, and in-depth demographic and psychographicprofiling, with audience targeting and advertising attribution. Our daily dataand reporting services provide actionable insights through visually accessiblereports designed for nontechnical stakeholders, with reporting informing growthareas, potential opportunities, and operational refinement for current or futureendeavors. Services are estimated to occur between October 7, 2025, andAugust 31, 2026. Any face-to-face meetings regarding the project deemednecessary by Awarded Bidder(s) and/or THC will occur at the THC PCS office,311 E 14th St, Austin, TX, 78701.
ThisIFB is not more than $100K, so it has not been identified as requiring a historically underutilized business (HUB) subcontracting plan. THC reservesthe right to issue an addenda at any time prior to the proposal's due date. Alladdenda will be posted on the ESBD. It is the responsibility of interestedparties to periodically check the ESBD for procurement updates before submitting a Bid.

THC will award aContract to a Bidder(s) whose Bid is considered to provide the best value to the State of Texas, as defined by Texas Government Code § 2155.074. THC reserves the right to award contract(s) to one or more Bidders. THC awards are based on what best serves the project's needs. The award will be posted onthe ESBD website. Late bids will not be accepted.
