Architecture, Design and Engineering Services

Project Description: The Chester Housing Authority (CHA) requests proposals and qualifications from Architecture, Design and/or Engineering (“A/E”) firms to perform professional architecture, design and/or engineering services (hereinafter, “Services”) for its existing and potentially expanding real estate portfolio. A more detailed scope of services is provided in Section V of this Request for Proposals (“RFP”). All proposals will be only accepted through the PennBid System. (See formal Invitation for Proposals included in Appendix A).
CHA seeks proposals and qualifications from firms qualified to provide professional services and intends to award of a professional service contract or contracts for a period of three (3) years with two (2) one (1) year extension options; CHA will authorize the selected firms, to perform the Scope on an as-needed basis through the use of Task Orders. The Model Form of Agreement (Form HUD –51915) in Appendix C is the professional service contract that will be used as part of this solicitation.
To apply a firm must have, at minimum, experience in one of following areas of expertise: Engineer, AIA, Interior Design, and/or, Landscape Design. Contracts may be awarded to firms which include all or some of the above stated expertise or may be singular in its focus.
However, work will be only assigned to firms with expertise appropriate for the task order issued.
