Synopsis: OHARNG FY25 CJAG Culvert Project



The purpose of this synopsis is to gain knowledge of potential sources for this project including interested Small Business sources. This notice is for planning purposes only. All interested parties should respond. The Ohio National Guard (OHARNG) intends to issue a solicitation and award a contract for the repair/installation of culverts at various locations across the Camp James A. Garfield Joint Military Training Center (CJAG) in Ravenna, Ohio. Work to be accomplished includes but may not be limited to the following items:



BASE BID – DESIGN BUILD



The base bid will consist of two culverts. The contractor will be required to assess the areas surrounding the existing culverts and create a design that will include both replacing the culverts and correcting erosion issues




  1. Smalley Road Box Culvert








    1. The existing culvert is a 6’ x 6’ concrete box culvert and is 32’ long. Rock gabion wingwalls have failed resulting in erosion of the roadway embankment. The existing culvert also appears to be undersized based on channel observations. Additionally, there is little clearance between the ends of the culvert and the edge of the pavement at each end, which creates a safety hazard for motorists.










    1. Perform the necessary site investigations to include geotechnical, site survey, hydraulic analysis, wetland delineation, etc. to develop construction drawings and specifications required for a new box culvert. A prior recommendation for a box culvert with a 6’ rise and 12’ span and length of 40’ to include rock channel protection at inlet and outlet and new guardrail in compliance with design standards was made based on a recent bridge inspection survey.










  1. Smalley Road – Area 1A Culvert








    1. The existing culvert is two lines of 48” reinforced concrete pipe connected by a masonry catch inlet with a total approximate length of 162 feet. The existing catch inlet structure is failing and erosion is visible adjacent to the inlet creating a safety hazard to motorists and to mowing operators. Additionally, there is visible separation occurring at the pipe joints.










    1. Perform the necessary site investigations to include geotechnical, site survey, hydraulic analysis, wetland delineation, etc. to develop construction drawings and specifications required for a new culvert that eliminates the catch inlet and reduces the overall length.





Additional option locations may include the following.



OPTIONS




  1. OPTION 1: Road 5C Culverts


    1. Replace 18” diameter x 40’ long culvert. Install half-height headwalls at each end.

    2. Replace 12” diameter x 30’ long culvert.








  1. OPTION 2: Erosion Repairs – Various Sites


    1. NFR 2.52 – Place appropriately sized dump rock along east abutment to prevent further erosion and scour.

    2. NFR 1.32 – Place appropriately sized dump rock at eroded areas at northwest and northeast quadrants.

    3. GLR 2 - Place appropriately sized dump rock at inlet, outlet, and behind wingwalls along approach embankment at all four quadrants to prevent further erosion and eventual undermining of roadway pavement.

    4. GLR 3 - Place appropriately sized dump rock at inlet, outlet, and behind wingwalls along approach embankment at all four quadrants to prevent further erosion and eventual undermining of roadway pavement.

    5. Estimate a total of 100 tons of Type C Rip Rap to be distributed between the four sites above.





The magnitude of this project is between $500,000.00 and $1,000,000.00. All interested concerns will provide this office, in writing, a notice stating their positive intent to submit a bid as a prime contractor no later than June 20th 2025. This notification, which shall not exceed five typewritten pages, must include:



(1) positive statement of intent to bid as a prime contractor



(2) a completed and signed Sources Sought Information Request Form



(3) A listing of projects completed during the past three years, both for government and private industry. The type of project, dollar value, Contract number, location, and Point of Contact are to be included. Indicate if you were prime or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor.



(4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. In the event adequate Small Business contractors are not available for adequate competition for this project, it may be advertised as unrestricted.
