I. Solicitation
Tanana Chiefs Conference (TCC) is soliciting written quotes from qualified contractors to perform annual fire alarm and fire sprinkler inspection, testing, service, and reporting at twelve (12) rural Alaska locations in accordance with NFPA 72 and NFPA 25. Questions must be submitted by email to Aaron Heath at aaron.heath@tananachiefs.org no later than 1:00 PM Alaska Time on August 14, 2026. TCC will issue any final addendum responding to questions no later than 1:00 PM Alaska Time on August 19, 2026. Proposals must be submitted by email to Aaron Heath at the same address no later than 1:00 PM Alaska Time on August 31, 2026. Late proposals may be rejected at TCC’s discretion.
II. Scope of Work
The Contractor shall provide all labor, materials, equipment, tools, travel coordination, supervision, documentation, and incidental services necessary to perform annual service, inspection, and testing of fire alarm and fire sprinkler systems at the listed TCC rural locations in accordance with applicable NFPA 72 and NFPA 25 requirements.
Included Work:
- Perform required annual inspection, testing, and service of fire alarm systems covered under NFPA 72.
- Perform required annual inspection, testing, and service of fire sprinkler systems covered under NFPA 25.
- Inspect connected devices, panels, initiating devices, notification appliances, sprinkler risers, control valves, flow devices, tamper devices, and other related system components as applicable to each site.
- Coordinate site access with the TCC Project Manager or assigned site contact before beginning work at each location.
- Maintain safe work practices and minimize disruption to clinic, office, housing, or facility operations during inspections.

I. Solicitation

II. Scope of Work

alarm and fire sprinkler systems at the listed TCC rural locations in accordance with applicable NFPA 72 and
NFPA 25 requirements.
Included Work:
• Perform required annual inspection, testing, and service of fire alarm systems covered under
NFPA 72.
• Perform required annual inspection, testing, and service of fire sprinkler systems covered
under NFPA 25.
• Inspect connected devices, panels, initiating devices, notification appliances, sprinkler risers,
control valves, flow devices, tamper devices, and other related system components as
applicable to each site.
• Coordinate site access with the TCC Project Manager or assigned site contact before
beginning work at each location.
• Maintain safe work practices and minimize disruption to clinic, office, housing, or facility
operations during inspections.
Required Deliverables:
• Provide a completed inspection report for each system inspected at each location.
• Identify each deficiency by location, system, component, observed condition, and
recommended corrective action.
• Submit all inspection reports and deficiency reports no later than ten (10) working days after
completion of each individual inspection.
• Submit reports electronically to Aaron Heath at aaron.heath@tananachiefs.org.
Deficiencies and Repairs:
• The Contractor shall not perform repair work, replace hardware, or install new system
components without prior written approval from TCC.
• If deficiencies are identified, the Contractor shall provide a separate written quote that
includes the repair scope, materials, labor, cost, and proposed schedule.
• Emergency or life-safety deficiencies shall be reported to the TCC Project Manager as soon as
practical and documented in the final report.

Scope Limitations:
• This RFQ is for inspection, testing, service, reporting, and deficiency documentation only
unless repair work is separately approved by TCC.
• Any added work outside the awarded scope must be authorized by TCC through written
approval or contract amendment before work begins.
Ill. Contract Period
The contract start date shall be September 11,2026 and expire on December 31, 2026, with the
option to renew this contract for an additional One (1) year renewable options under the same
Terms and Conditions. Renewals to be mutually agreed upon between TCC and Contractor.
IV. Residency Requirements
No separate residency requirement applies to this solicitation. Contractors are not required to maintain a
local office or residency in any specific community to submit a proposal. However, Contractors must
account for rural Alaska travel, freight, site access, staffing, scheduling, and coordination requirements in
their proposal. Any applicable contracting evaluation preferences, including Tribal or Alaska Native
preference requirements, are addressed separately in Section X and must be supported by the required
documentation.
V. Work Considerations/Restrictions
A. Work Hours and Days: Contractor shall perform work during normal facility hours, 8:00 AM
to 5:00 PM, Monday through Friday, unless TCC approves alternate hours in advance.
Alternate work hours must be coordinated with the TCC Project Manager and may be denied
if they disrupt facility operations.
B. Electrical Shutdowns: Contractor shall not disconnect, shut down, or disrupt electrical
service without prior coordination and at least forty-eight (48) hours notice to the TCC
Project Manager. Any required shutdown must be approved before work begins.
C. Operational Disruptions: Contractor shall coordinate work with the TCC Project Manager
at least seventy-two (72) hours in advance when work may affect facility operations. If TCC
determines the work is creating an excessive disruption, TCC may direct the Contractor to
stop work and reschedule at a mutually approved time.
D. Debris and Cleanup: Contractor is responsible for removing and properly disposing of all
debris generated by the inspection, testing, service, or related work. Work areas shall be left
clean and safe at the end of each work period.
E. Restroom Access: Restrooms in the facility may be used by Contractor personnel during
performance of the work, subject to site rules and facility operations.
F. Protection of Property: Contractor shall protect interior finishes, equipment, furnishings,
exterior areas, and surrounding property from damage. Contractor is responsible for
damage caused by its personnel, equipment, tools, or subcontractors.

G. Permits: Contractor is responsible for obtaining and paying for any required city, state,
federal, or other applicable permits before starting work. Copies of required permits shall be
provided to the TCC Project Manager.
H. Required Inspections: Contractor is responsible for coordinating any required city, state,
federal, or other applicable inspections. Contractor shall provide the TCC Project Manager
at least three (3) business days advance notice before any inspection involving a fire alarm
panel, sprinkler system, or related life-safety system.
I. Contractor Access: Contractor access to each facility must be coordinated with the TCC
Project Manager or assigned site contact after contract award and before mobilization.
Contractor shall not access restricted areas without approval.
J. Coordination Meetings and Progress Reporting: Contractor shall participate in a kickoff
meeting before starting work. The meeting shall confirm schedule, site access, reporting
requirements, facility contacts, safety expectations, and communication procedures.
Contractor shall provide weekly progress updates while work is active across the listed
locations.
K. Reports and Deficiencies: Contractor shall submit all inspection reports and deficiency
documentation to the TCC Project Manager no later than ten (10) working days after each
inspection is completed. Reports must identify the facility, system, component, observed
condition, and recommended corrective action.
L. Hardware and Materials: Contractor shall not purchase, install, or replace hardware or
materials without prior written approval from the TCC Project Manager. Any request for
hardware or materials must include the proposed scope, cost, and reason for replacement.
M. Repairs: If repairs are required, Contractor shall provide a separate written quote that
includes the repair scope, labor, materials, cost, and proposed schedule. Repair work shall
not begin until TCC provides written approval.
VI. Schedule
The anticipated procurement and contract schedule is listed below. Dates are planning estimates and may
be adjusted by TCC if needed to complete evaluation, award, contract execution, or site coordination
requirements.
