NORTHERN REGIONAL PARK MUTI-PURPOSE FIELD EXPANSION
PHASE 2 CONSRTUCITON

In accordance with NCGS 143-129, sealed bids addressed to Courtney Prince, Purchasing Agent, New Hanover County Finance Office, 230 Government Center Drive, Suite 165, Wilmington, NC28403 and marked “RFB # 25-0291 NORTHERN REGIONAL PARK PHASE 2 CONSTRCUTION” will be received until 2:00 PM EST, Tuesday, January 28, 2025.
Bids will be opened promptly at 2:00 PM EST, Tuesday, January 28, 2025, in the Government Center Multipurpose Room 136. This room can be accessed by entering the main entrance of the Government Center located at 230 Government Center Drive, Wilmington, NC, 28403.
A Non-Mandatory Pre-bid meeting will be held on Thursday, January 9, 2025, at 11:00 AM EST. This meeting will be held via Microsoft Teams. Bidders are instructed to send an email to

The project consists of the labor, materials, and equipment necessary for the construction of phase 2 multi-purpose field expansion at Northern Regional Park located at 4700 Old Avenue, Castle Hayne, NC 28429.
Bids will be received for a Single Prime Contract. Bidders must be properly licensed under Chapter 87 of the North Carolina General Statues.
All prime bidders on this project must be pre-qualified in accordance with New Hanover County’s Pre-qualification Ordinance. Pre-qualification applications may be obtained at the County Legal Department, 230 Government Center Drive, Suite 155, Wilmington, NC 28403 or by visiting the County’s website at

A Bid Bond Equal to 5% of the bid price is required by all bidders. The successful bidder will be required to provide Performance and Payment bonds equal to one hundred percent (100%) of the contract price.
Bids may be withdrawn by bidders prior to the time set for official opening. After time has been called, no bid may be withdrawn for a period of one hundred twenty days (120) after the time and date of opening except as provided by 143-129.1.
The bidder shall make good faith efforts, as defined in the bid specifications, to subcontract 10% of the dollar value of the single prime contract to businesses owned and controlled by minorities.
The County reserves the right to waive any informalities, to reject any or all bids, and to accept that Bid or Bids which is in the best interest of the County.
