Description:

The City of Portland will receive bids for TDA/TXCDBG Wastewater System Improvements, Contract Number CDV23-0368. The wastewater system improvements consist of replacing approximately 2,385 linear feet of the existing 6”-8” wastewater line, approximately 4’-12’ deep by pipe bursting slip lining, trenchless methods to minimize the impact to the existing customers. Mainline sewer replacement may include pipe bursting slip lining to upsize the pipe capacity. Rehabilitation of six (6) manholes, 4’-12’, depth may include, top removal, inserting PVC lining inside brick manhole and pouring concrete tops with new watertight ring and covers. Also, yard service connections, fittings, backfill, 50 SY of concrete/pavement repair and all related appurtenances. All work is to be constructed in strict accordance with the construction plans, specifications, contract documents and the latest Texas Commission on Environmental Quality (TCEQ) rules.

A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid [for those contracts that exceed $100,000]. A certified check or bank draft payable to the City of Portland or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond.

A Pre-Bid Meeting is scheduled for 10:00 am on Wednesday, February 12, 2025, at the Portland City Hall, Council Chambers, 1900 Billy G. Webb Drive, Portland, Texas 78374. The Pre-Bid Meeting will be conducted by the Engineer and the City.

Special Requirements:
Bids will be received at the office of the City Manager, located at 1900 Billy G. Webb Drive, Portland, Texas 78374 until 2:00 pm on Thursday, February 27, 2025, and then publicly opened and read. Any bid received after closing time will be returned unopened.
Miscellaneous:
Attention is called to the fact that not less than the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Texas Department of Agriculture Office of Rural Affairs and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual identity, gender identity, or national origin.

This solicitation is for services related to a project that is subject to the Build America, Buy America Act (BABA) requirements under Title IX of the Infrastructure Investment and Jobs Act. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States.

The City of Portland reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by City of Portland for a period not to exceed 30 / 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder’s qualifications prior to the contract award.
