I. Executive Summary
In 2023, Rocky View County Council set out a Terms of Reference (TOR) to develop a new Aggregate Resource Plan (ARP) for the County. Phase 1 involved the establishment of a Stakeholder Advisory Committee representing County residents and aggregate industry representatives with a core focus on improving stakeholder input. This phase is complete, with the Committee submitting their report in April 2024 that highlighted six recommendations, with another ten areas that require further consideration. The administration presented an assessment of the ARP Stakeholder Advisory Committee Report and a revised TOR which was approved by the Council with an updated project scope, schedule, and budget. The project is currently in Phase 2 – Drafting and Engagement which involves drafting of several supporting documents, including a set of performance standards for aggregate resource extraction operations in the County. The County began drafting a set of performance standards in 2018, but these were not enacted.
The County is seeking a consultant or group of consultants to review the draft Performance Standards and provide a recommendation on revisions or additions to the draft that would be necessary to achieve a Performance Standards document that meets the County’s current needs. The intent of the comprehensive review is to ensure that the document captures industry best practices and current requirements.
The Performance Standards document outlines requirements for aggregate extraction operations in the County to be referenced during new, expanding and renewal applications, as well as compliance reviews. The document provides minimum standards for aggregate development but allows flexibility according to a site’s location and its proximity to dwellings and environmental features. Considerations in the document include:
• cumulative impact assessments;
• noise;
• air quality;
• traffic safety;
• landscape requirements;
• environmental features;
• water;
• erosion and sediment control, and
• restoration and reclamation.
