Description:

This is a combined synopsis/solicitation for commercial products or services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement will include an attached solicitation in which quotes are being requested. This solicitation will be posted to Contract Opportunities found on the SAM.Gov website as a 100% Small Business Set Aside.

The 90th Contracting Squadron is issuing this combined synopsis/solicitation, FA461324Q0014, as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2024-05 effective 05/22/2024, Defense Federal Acquisition Regulation Change 07/29/2024 effective 07/29/2024 and Defense Air Force Federal Acquisition Regulation Supplement DAFAC 2024-0712 effective 07/12/2024.

As a 100% small business set-aside, this RFQ utilizes FAR Part 12, Acquisition of Commercial Products and Services, & FAR Part 13.5, Simplified Acquisition Procedures. The North American Industrial Classification System (NAICS) code is 562991, with a small business standard of $9M.

The Government intends to award a contract to a small business to provide cleaning services to 150 Launch Facilities assigned to F. E. Warren AFB, WY. The description and list of the CLIN line-item number(s), quantities, units of measure for the base and option years are specified in the solicitation.

The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition. Addenda to the provision is as follows: Paragraph (b) of FAR Provision 52.212-1, Submission of Offers, is amended as follows: (n) In addition to the quote submission requirements stated in FAR provision 52.212-1, quoters shall provide the following, as part of the quote submission package: (1) Completed unit and total prices for all CLINs within Attachment one (1) for the base year and all four (4) option years.

Interested Vendors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with their offer.

The clause at 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition, see added addenda to the clause.
