This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

This solicitation is issued as a request for quotation (RFQ).

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03.

This solicitation is a small business set-aside with the associated NAICS code 562211 Hazardous Waste Treatment and Disposal and a small business size standard of $47M.

This solicitation has a base item requirement for laboratory decommissioning services with optional items for asbestos and mold abatement, per the attached work statement.

The Site Visit/Tour is scheduled for Thursday, February 20, 2025, 10:00 am local time. Participants will meet at Missouri Water Science Center, 1400 Independence Road, Rolla, Missouri 65410. Firms interested in attending the visit/tour shall email John Schumacher, jschu@usgs.gov and Cc Karen La Bouff-kind, klabouff-kind@usgs.gov and Don Downey, ddowney@usgs.gov by 1200 MT on the working day prior to the site visit with the name(s) email address(es) and phone number(s) of person(s) attending.

The provisions at FAR 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, and FAR 52.212-2, Evaluation-Commercial Products and Commercial Services, apply to this acquisition. The specific evaluation criteria included in 52.212-2 (a) are Factor (A) Past Performance and Factor (B) Technical Performance.

Per FAR 4.1102 Policy. (a) Offerors and quoters are required to be registered in SAM at the time an offer or quotation is submitted in order to comply with the annual representations and certifications requirements

FAR 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Products and Commercial Services, apply to this acquisition.
