Description
Under Statutory Authority 41 U.S.C. 1901 the VA Great Lakes Acquisition Center (GLAC) intends to
negotiate a sole source contract AIR QUALITY INNOVATIVE SOLUTIONS LLC for Refurbish and Maintenance Services on HVAC Air Handler Units (21 units) at the Captain James Lovell FHCC located in North Chicago, IL.
This acquisition is conducted under the authority of FAR 8.405-6(a)(1)(b), Only one source is capable of
providing the supplies or services required at the level of quality required because the supplies or
services are unique or highly specialized. This will be a firm fixed price contract (one-time purchase) under NAICS 238220.
The FHCC is looking for vendors who are capable of providing services that use ATP Testing to facilitate equipment to function in conformance with the latest published edition of National Fire Protection Association Code 90A (NFPA 90A), Occupational Safety and Health Administration (OSHA), Joint Commission (TJC), and Veterans Administration (VA) standards. ATP Testing in HVAC air handlers refers to the process of measuring the presence of adenosine triphosphate (ATP), which is an indicator of biological activity. This testing helps evaluate the cleanliness of air conditioning systems by detecting the presence of active organic matter, such as bacteria and viruses, which can indicate potential contamination. ATP testing is crucial for ensuring the sanitation of HVAC systems, particularly in environments where hygiene is critical, such as hospitals and food facilities. Standards for ATP testing is set by the Air Conditioning, Heating and Refrigeration Institute (AHRI).
FHCC is looking for vendors to:
Coordinate with the facility to de-energize AHUs. Isolate air handling unit by sealing off adjacent ductwork and using air scrubbing machines.
Clean and prepare all surfaces that will be addressed by the contractor including the removal of non-compliant coatings and foams. Reinforce compromised surfaces with steel as needed to restore structure.
Apply CPR-SL Epoxy (self-leveling) at 3/16 nominal thickness and 6 up walls throughout all chamber floors & condensate pans to stop leaks and halt corrosion.
Apply Fire Barrier over all epoxy for compliance with NFPA 90A fire code.
Apply Antimicrobial Topcoat over all fire barrier to ensure watertight surface and provide an active antimicrobial surface.
Apply MVS (Multi-acrylic, corrosion resistant, antimicrobial coating) on walls, ceiling, fan housing & structural steel.
Conduct Coil Restoration on all coils for the removal of biofilm and debris
Once coil restoration is complete, Contractor must perform pre & post restoration ATP Testing to measure microbial activity on the cooling coil both before and after and coil restoration.
Confirm proper operation of existing drains and traps prior to re-commissioning.
Generate a detailed Installation Report which includes results from differential pressure readings and ATP Testing
This Notice of Intent is not a request for competitive quotes. No solicitation documents are available and
telephone requests will not be honored. However, if a firm believes it can meet the requirements it
must furnish information about its products and services, as well as references from other customers
who are using these products and service to the Contracting Officer by Wednesday 06/11/2025 at 10:00am. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements.
