Summary

The Ohio Department of Health (ODH), Reproductive Health and Wellness Program (RHWP), is a Recipient of Title X Family Planning Program (Title X) grant and administers the funds to various subrecipients throughout Ohio. Title X was established in 1970 when Congress enacted Title X of the Public Health Service (PHS) Act and is the only domestic federal program dedicated solely to family planning and related preventive health services. It is administered by the Office of Population Affairs (OPA) within the Office of the Assistant Secretary for Health (OASH) in the United States Department of Health and Human Services (HHS) and implemented through competitively awarded grants to a diverse network of public and private nonprofit health and community-based clinics.
The purpose of the Title X Program is to provide comprehensive family planning and health services to both men and women across the life span. The Title X family planning program is a critical part of America’s public health safety net, serving as a point-of-entry into care for millions and the gold standard for providing high-quality, affordable, and confidential voluntary family planning and related preventive health services, with priority given to low-income clients. Family planning services delivered by Title X recipients include a broad range of medically approved services, which includes all Food and Drug Administration (FDA)-approved contraceptive products and natural family planning methods for clients who want to prevent pregnancy and space births; pregnancy testing and counseling; assistance to achieve pregnancy; basic infertility services; sexually transmitted infection (STI) services; and other preconception health services.
The project objective of this Request for Determination (RDQ) Solicitation is to assist the RHWP and the recipient agencies in complying with Title X data collection and data reporting requirements.

Offerors will need to review the attached RFP ODH #SRC0000025735. Each Offeror must submit a technical proposal and cost proposal as part of its total Proposal before the opening time on the Proposal due date. Further, the Offeror must title the electronic files with “ODH RFP #SRC0000029062-DOH57344 - Technical Proposal” and "ODH RFP #SRC0000029062-DOH57344 - Cost Proposal” as appropriate.
