The South Dakota Department of the Military is soliciting Statements of Interest from firms interested in providing professional Architectural and/or Engineering services for the above referenced project. This project scope will involve site investigative, design development, and bidding services for the following project scope:
Construct a new Army Combat Fitness Test (ACFT) facility on Camp Rapid. This facility will feature a concrete floor, steel roof support structure with metal roof, inset artificial turf field sized for 10 training lanes, platoon gathering/training areas, LED lighting, audio system, electrical receptacles, and storage structures. Additional site work includes clearing, grading, footings and foundations, finish grading, and turf establishment. The intended location of the facility is to the east of Building 105 and south of Buildings 113 and 123 gravel parking area on Camp Rapid, Rapid City, SD.
Estimated construction budget for the project is $270,000.00 but be advised that this number is subject to change. The project will need to be designed and ready for bid advertisement no later than May 2025. Additional services such as construction administration/inspection will be negotiated later should the project proceed to the construction phase.
Firms desiring to be considered for providing professional services for this project should send a Statement of Interest that outlines their qualifications and experience for this project. Statements of Interest should clearly address each of the following criteria:
1. Project approach and methodology to meet the project requirements (10 pts);
2. Project teams specialized expertise, capabilities, and technical competence to meet the project requirements (10 pts);
3. Ability and proven history in handling special project constraints (Projects of Similar Scope, Time/Schedule, and Cost) (5 pts).
4. Proposed project management techniques. (5 pts);
5. QA/QC process for development of construction plans and specifications in order to ensure accuracy and completeness along with verification that owner requirements are met (10 pts);
6. Firms’ policy when errors and/or omissions are found in the design, when it is not value added to the state? (10 pts)
7. Proven knowledge of all codes, National Guard Bureau Regulations, Standards, and Criteria and the ability to integrate such codes, regulations, standards, and criteria into the construction plans and technical specifications (10 pts);
8. Availability to the project locale (10 pts);
9. Familiarity with the project facility (10 pts);
10. Resources available to perform the work, including any specialized services and their roles within the project, within the specified time limits for the project. Resumes of team member’s professional accomplishments and experience with similar projects to be included. (15 pts);
11. Record of past performance, including price, schedule, and cost data from previous projects, quality of work, ability to meet schedules, cost control, and contract administration. All projects within the last 5 years with the Dept. of the Military must be included. (5 pts).
A technical review committee will review the submissions and select the firm based on the criteria shown. The committee respectfully requests that statements of interest be limited to 20 pages or less.
