The City of St. Petersburg is seeking bids from a qualified vendor to perform four (4) partial filter media replacements at the Northeast Water Reclamation Facility (NEWRF), located at 1160 62nd Avenue NE. The project consists of removing, disposing, and replacing the top layers of filter media within the existing four (4) filter beds, including approximately 30 inches of anthracite coal, 10 inches of filter sand, and 2 inches of ¼” x ⅛” gravel per filter bed. All existing lower gravel and underdrain tile systems shall remain in place and protected throughout the work.
This project is an interim rehabilitation effort to restore the performance of the existing filter station until a new parallel filter facility is constructed in the coming years. The work for this project will include removal, proper handling, disposal, and replacement of filter media in accordance with American Water Works Association (AWWA) B100 and MBM-S-100 specifications. The vendor will be responsible for furnishing all labor, equipment, materials, and supervision necessary to complete the project, for all four existing filter beds, in a manner that maintains the integrity of the existing structure and minimizes operational disruption.
The existing filter media currently installed within the four (4) filter beds was originally manufactured and supplied by Xylem Water Solutions Zelienople LLC. However, replacement filter media is not required to be purchased from Xylem Water Solutions Zelienople LLC. Vendors may supply filter media from any manufacturer, provided the materials meet all requirements of the Contract Documents and performance requirements outlined in AWWA B100 and Specification MBM-S-100. All replacement media shall be fully compatible with the existing filter system.
The Northeast Water Reclamation Facility (NEWRF) Filter Station is undergoing phased improvements to maintain treatment performance and operational reliability. A new, parallel filter station—designed as a mirror image of the existing system—is currently in design. Once that facility is constructed and placed into service, the existing filter station will be taken offline for full refurbishment, including replacement of all filter media and underdrain tile systems.
This interim project is limited to the removal and replacement of the top four layers of media in the existing filters to restore performance while maintaining continuous operations. The lower gravel and tile systems will remain in service and undisturbed until the complete rehabilitation phase begins following commissioning of the new filter station.
