Configuration Management Training

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS:

The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Regional Directorate intends to solicit, on a 100% small businesses set-aside basis. The current need is for Configuration Management in accordance with SAE EIA-649 in support of the NAVSUP Weapon System Support (WSS), the Navy’s Program Support Inventory Control Point. The current need is to enable their personnel to execute their duties, NAVSUP WSS requires four virtual courses provided for a total of 25 students. These classes will be provided over the course of four separate weeks. The students shall be provided with a certification in “Configuration Management (CM) Principles and Implementation” upon completion. This certification consists of four individual courses:

. CM Foundations

. CM Identification

. Configuration Change Management

. CM Implementation

The Government intends to solicit and negotiate with CMPIC, LLC. on a sole source basis, as they are the only known source at this time with the capability of providing of comprehensive training that meets the needs of NAVSUP WSS. A firm fixed price (FFP) contract is anticipated. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. This requirement is intended for sole source to CMPIC, LLC.

The NAICS code for this effort is 611430 and the size standard is $15M. It is the Government’s intent to process this procurement under FAR Part 13 procedures and to award a single, firm-fixed price purchase order. It is anticipated that the solicitation for this requirement will be posted on 02 September 2025 on https://SAM.gov. The closing date for receipt of quotes will be established in the solicitation. Paper copies, faxed copies, or email copies of the solicitation will not be provided. Interested parties are solely responsible for monitoring the aforementioned websites for posting of the solicitation and any amendments thereto. The Government will not pay for any information received. Contractors must be registered on the System for Award Management (SAM) website (www.sam.gov) in order to be considered for the award. Lack of active registration in the SAM database will make a contractor ineligible for the award.
