THIS IS A PRE-SOLICITATION NOTICE ONLY.

NEZ PERCE NATIONAL HISTORICAL PARK (NEPE)
Replace Visitor Center Restroom Fixtures and Partitions to Meet Accessibility Standards

Description of Requirement:
The project will be dedicated to performing comprehensive repairs and upgrades to the restrooms at the Spalding Visitor Center restrooms of Nez Perce National Historical Park. The existing restroom fixtures will be replaced with modern, energy-efficient, and water-saving alternatives, and then layout will be reconfigured to ensure full accessibility for all users. The project covers a total area of 616 square feet, and the design and drawings have already been completed. In addition to the fixture upgrades, the restroom layout will undergo significant reconfiguration to ensure full compliance with federal accessibility standards, including the Architectural Barriers Act Accessibility Standards (ABAAS). This will require modifications to existing walls and partitions to create sufficient space for wheelchair access, maneuverability, and other necessary accommodations. The project will ensure that all restroom features, including door widths,
clearances, and stall configurations, meet or exceed accessibility guidelines.

Due to the current configuration of the women's doorway, multiple walls and ceiling structures will need to be restructured to accommodate the changes and improve accessibility. This will involve altering both the layout and positioning of partitions and walls to ensure proper clearances and functionality for all users. The scope of work also includes the installation of modern, low-flow toilets and urinals to reduce water usage, as well as self-regulating sinks designed for optimal water conservation. Fast, efficient hand dryers will replace older models, further contributing to sustainability by reducing paper waste and energy consumption. In addition to these primary fixtures, other essential elements such as new toilet paper dispensers, mirrors, grab bars, and waste receptacles will be installed to bring the restrooms up to contemporary standards. As part of the reconfiguration, the restroom floors, currently covered in ceramic tiles, will be repaired to match the new layout, while the overall design will incorporate durable materials to withstand high traffic and reduce the need for frequent repairs.

Period of Performance:
Performance for submittals will began mid-July, work on the structure will begin in November with work to be completed no later than 65 days.

The NAICS code is 238990: All Other Specialty Trade Contractors $ 19.0. OR any relate NACIS code. Please provide with your information.

In accordance with FAR Subpart 36.204, the magnitude of this requirement is estimated:
a. $100,000.00- $325,000.00.

The solicitation, plans, and specifications are expected to be posted on or about JAN 22nd, 2025 (this is a target date which may slip or change; if the solicitation is not posted on SAM JAN 22nd, 2025, that is because the solicitation is not available for posting). The solicitation will be available for a minimum of thirty (30) calendar days once posted.

This is a Pre-solicitation Notice. The Solicitation will include information on how to obtain the plans and specifications. All responsible sources may submit a proposal to be considered by the Agency posted to the Federal Business Opportunities (FBO) website at https://www.SAM.gov. The contracting office will not provide hardcopies or email copies of the solicitation.

All interested offers MUST have an active vendor record in SAM.gov, be a small business under the identified NAICS code and NOT have any exclusion such as a delinquent federal debt or debarment.
SYSTEM FOR AWARD MANAGEMENT (SAM): Federal Acquisition Regulations require that federal contractors register in the System for Award Management (SAM) database at https://www.sam.gov and enter all mandatory information into the system.
