INVITATION TO BID – COULTER BUILDING 1ST FLOOR RENOVATIONS
The Western Virginia Water Authority (Authority) will receive sealed Bids for the construction of the COULTER BUILDING 1ST FLOOR RENOVATIONS at the Authority’s Engineering Services Office, Coulter Building Third Floor, Suite 300, 601 South Jefferson Street, Roanoke, Virginia, 24011, until 2:00 p.m. local time onWednesday, August 20, 2025, at which time the Bids received will be publicly opened and read aloud via virtual WebEx meeting shortly after receiving Bids.
Minority Owned Businesses (MBEs) and Women Owned Businesses (WBEs) are encouraged to respond.
Code of Virginia § 2.2-4303:  All local public bodies shall provide an option to submit bids or proposals through eVA or other electronic means.  In cases where bids or proposals are submitted electronically, the local public body may also require a certain number of paper submissions for review purposes.
Please be advised, the Western Virginia Water Authority will still be requesting hard copies to be submitted in our office by the deadline mentioned above.
The Project consists of renovations to the first-floor lobby of the Coulter Building at 601 S. Jefferson St in Roanoke, Virginia. The project will include demolition, new wall construction, painting, flooring, ceiling, sub-flooring, doors/frames/hardware, new cabinetry, lighting, rework of sprinklers, fire alarm, mechanical, electrical and plumbing modifications. Bids shall be on a lump sum basis as indicated in the Bid Form. Bid security shall be furnished in accordance with the Instructions to Bidders.
Prospective Bidders must examine and download the Bidding Documents at www.westernvawater.org under ‘DOING BUSINESS WITH US, Invitations to Bid’. All questions and technical inquiries must be submitted in writing to the Owner’s primary contact, Tom Powers (email David.powers@WesternVaWater.org).
A Mandatory pre-bid meeting will be held on Wednesday, August 6, 2025, at 2:00 p.m. EST at 601 S. Jefferson St., 1st Floor, Roanoke, VA 24011. All questions must be submitted by 5pm on Monday, August 11, 2025 and any addenda(s) will be posted by 5pm on Wednesday, August 13, 2025.

Bidders are referred to the Code of Virginia § 54.1-1100 et seq. for contractor requirements. Bidders shall provide evidence of authorization to transact business in the Commonwealth of Virginia by providing the identification number issued to Bidder by the State Corporation Commission in accordance with the Code of Virginia § 2.2-4311.2, Title 13.1, Title 50, or as otherwise required by law. The Authority does not discriminate against a bidder or offeror because of race, religion, color, sex, sexual orientation, gender identity, national origin, age, disability, status as a service disabled veteran, or any other basis prohibited by state law relating to discrimination in employment. The Authority does not discriminate against faith- based organizations in accordance with the Code of Virginia § 2.2-4343.1. A Bid may be withdrawn in accordance with the Code of Virginia § 2.2-4330 by giving notice in writing of Bidder’s claim of right to withdraw Bid within two business days after the conclusion of the bid opening procedure and submitting original work papers with such notice.
