Questions and Concerns received from SBS Guam, Inc. on February 2, 2026.
1. We would like to respectfully request clarification regarding the Invitation for Bidding (IFB) GSA-004-26,
specifically the printer specifications outlined on page 46. In the document, the printer requirement
includes banner printing capability up to 12 inches by 47 inches. Upon our review, the overall context of
the bid specifications and the intended procurement purpose appear to indicate a general office-use
printer for standard administrative and operational tasks. With that understanding, we would like to
kindly confirm the following: 1. Is the banner printing capability (up to 12” x 47”) an essential and
mandatory requirement for this procurement? 2. Or, is this specification flexible or subject to
modification, allowing bidders to propose a standard office printer that meets all other functional
requirements but does not support banner printing?
Response: See Amendment #1.
Questions and Concerns received from Xerox Corporation on February 9, 2026.
1. The bid specifications, under “Prints”, call for “Banner printing up to 12” x 47”.
Question/Request: Xerox kindly requests an amendment to this requirement to instead read “Banner
printing on paper sizes 12” x 47” or larger”. Limiting banner sheet printing to up to 12” x 47” restricts
consideration of other models when other models can exceed 12” 47” paper sizes for banner printing.
Response: See Amendment #1.
2. The bid specifications, under “Paper Size”, call for “Minimum of 5 ½” x 8 ½” up to 12” x 47” paper size
support.
Questions/Request: Xerox kindly requests an amendment to this requirement to instead read “Minimum
of 5 ½” x 8 ½” up to 12” x 47” or larger paper size support.” Limiting paper-size support to up to 12” x 47”
restricts consideration of other models when other models can exceed 12” x 47” paper-size support.
Response: See Amendment #1. Please note that the current specification establishes a minimum
capability requirement. If any proposed model can support larger paper sizes, that would still meet, and
exceed, the minimum requirement stated in the bid specifications. Therefore, this should not restrict
consideration of any models with greater paper-size support.

3. The bid specifications, under “Fax”, call for “lax” fax.
Questions/Request: Can you please confirm “lax” fax is supposed to read “LAN” fax?
