SPECIFICATIONS
I. SCOPE
The grounds maintenance services at Department of Water Resources (DWR) facilities throughout Gwinnett County may
include some or all the following services that are described in detail below:
A. Lawn Maintenance, to include chemical applications
B. Mulch and Pine Straw Installation
C. Weed Control in Mulched Beds
D. Management of Ornamental Shrubs and Trees
E. Seasonal Color Installation and Maintenance
F. Mowing, Trimming, Edging, and Seeding of Lawns
G. Removal of Trash and Debris
DWR determined that it would benefit most from these specific services in supplementing its in-house grounds
maintenance function. Thus, DWR is not requesting "comprehensive services" inclusive of all the grounds listed or all the
tasks and activities required in such maintenance. Instead, DWR has outlined tasks where it believes the experience and
technical abilities of the bidding service providers will be of most benefit.
Gwinnett County reserves the right to make an award as deemed in its best interest, which may include awarding a bid to
a single service provider or multiple service providers; or to award the whole bid, only part of the bid, or none of the bid to
single or multiple service providers, based on its sole discretion of its best interest.
Gwinnett County anticipates award may be made by section. Interested service providers do not have to bid on every
section, but pricing must be submitted for every line item in the section(s) for which they do submit on the bid. Award
will be made to the lowest responsive and responsible service provider(s). DWR may make such investigations as it
deems necessary to determine the ability of the service provider to perform and the service provider should furnish all
such information and data for this purpose as may be requested. DWR reserves the right to reject any bid if the evidence
submitted by, or investigation of such service provider fails to satisfy DWR that such service provider is properly qualified
to carry out the obligations of the contract.
The general requirements section outlines the tasks that are to be performed at all locations. Sections III, IV & V cover
the specific service requirements and outlines the schedules for the various facility types.
II. GENERAL REQUIREMENTS
A. The selected service provider should provide all equipment, tools, labor, and materials required to meet
the specific requirements of this contract.
B. The selected service provider should provide all mulch, straw, fertilizers, herbicides, pesticides, etc.
required for this contract. This should be included in the monthly cost to maintain each site.
C. All work required in this contract should be completed in a professional manner according to standard
industry practices.
D. The selected service provider may not be permitted to subcontract any of the services to be provided
under this bid, without prior approval from a DWR contract liaison.
E. The selected service provider should keep a log of services rendered for each visit to every location. A
copy of the log or service tickets should be provided weekly and included in the monthly invoice when
submitted to the DWR contract liaison. Each week the selected service provider should provide a weekly
schedule showing which days all sites are to be serviced.
BL139-26 Page 3
F. The service provider's field employees should wear easily identifiable uniforms that bear the company
name and logo while on the site performing services. The service provider's vehicles should be clearly
marked with company name.
G. All lawn mowers should be always operated with deflector guards in the down position. The intent of this
provision is to minimize the threat of persons or property being hurt or damaged due to rocks or other
debris that could be thrown from mower deck. Rear discharge and mulching mowers are acceptable.
H. Alternate mowing patterns should be used at each cutting to eliminate any ruts forming from mower
wheels.
I. All mower blades should be kept sharp to prevent damage to lawns.
J. Trimming with a string trimmer should be performed around trees, shrubs, planting beds, concrete slabs,
utility pads, signs, fences, equipment, and other obstacles that prevent mowing. Trimming should be
done with each mowing.
K. All slopes that are too steep to be mowed, 45 degrees or greater, should be cut with a weed eater or
other string trimmer at a minimum of once per month January 1 through December 31st.
L. Certain ground areas that are un-level may require smaller or narrower mowing decks such as walk
behind or push mowers so as not to scalp the lawns.
M. Due to the nature of this service, DWR is aware that on occasions mowing services cannot be provided
due to wet conditions. On these occasions the service provider will not receive payment for services that
are not performed. It will be the responsibility of the service provider to review the forecast and
schedule accordingly to allow for the contracted services to be provided.
N. Service provider will be responsible for any damages to DWR facilities during contracted service and will
make the required repairs to return these properties to their original condition if damaged. This would
include damages resulting from mowing in wet or unfavorable conditions, or any unacceptable
equipment operations or chemical application.
O. The selected service provider for each of the awarded sections should have a Pesticide Applicators
License, Category 24 from the Georgia Department of Agriculture, and trained technicians to apply
herbicides and pesticides. A copy of the license(s) and proof of training(s) should be submitted with
the bid. The service provider should not apply any herbicides or pesticides at any location without the
concurrence of the DWR representative responsible for that location.
P. The County requires a minimum of three (3) references where services of similar size and scope of work
have been completed.
Q. The County requires the successful service provider to provide current certificate of insurance, per
attached Vendor Insurance Requirements.
R. The County requires pricing to remain firm for the duration of initial term of contract. Failure to hold firm
pricing will be sufficient cause for the County to declare bid non-responsive.
S. When quoting each location, pricing should be consistent with similar size locations listed in the
contract. If pricing is inconsistent with like size properties, DWR reserves the right to reject such quotes.
T. Pricing for properties under SECTION A: SMALL SITES MOWING AND MAINTENANCE can be broken
down in up to four pricing categories, or levels of pricing. This is needed so if additional properties are
BL139-26 Page 4
added to the list, the pricing will be consistent with what's currently on contract and can easily be added.
U. DWR reserves the right to add facilities at a comparable rate and delete facilities, as necessary.
V. DWR reserves the right to suspend service indefinitely for stations or facilities listed and reinstate as
needed during the contract period.
W. If a site has not received its completed scheduled service, then the service provider may not invoice for
the incomplete or missed service or make up the following month, unless specifically approved by the
County. Payment is for services completed. The following month will continue normal schedule with no
extra services.
III. SECTION A: SMALL SITES MOWING AND MAINTENANCE
A. The locations on the SMALL SITES Schedule are situated throughout Gwinnett County. The sites consist
of water and sewage pump stations, metering stations, and water tanks.
B. Small site locations are made up of pump stations, metering stations, raw water intakes, tanks & booster
stations, etc. Each of these locations are gated with a drive leading up to them. A better description of
several locations is listed in VII. NOTES FOR VARIOUS LOCATIONS section of the Invitation. However, all
locations should be maintained as they are, so to follow the existing mowing layout would be how it
should be quoted. Section VI refers to site location visits. In that area it explains the importance of these
visits. It is not recommended that Google or similar sites be used in bid preparation.
C. The service provider should mow and use a weed eater on lawns and driveways leading to these
locations on each scheduled visit. Lawns should be mowed at a height of 12" to 1-1/2" for Bermuda and
2" - 3" for Fescue to maintain enough leaf blades to shade the root system. During drier periods, such
as in the summer, the height of the cut should be raised to prevent damage to lawn areas. All lawn areas
should be edged no less than every fourteen (14) days while on the bi-weekly schedule and "as needed"
during the monthly schedule. The edging should include all curbs, sidewalks, parking areas and all areas
abutting turf in order to maintain a neat and clean appearance.
D. Service should also include needed herbicide applications in these areas as required. Required
herbicides should be applied to an area no more than 8 inches inside and 8 inches outside (16 inches
total) of perimeter fencing when controlling unwanted vegetation. All gravel areas are to be treated as
needed and all pine straw beds. Herbicides may be used around structures with the concurrence of the
facility management, but this application should be at a minimum, or no more than a four-inch border, in
order to not disrupt the aesthetics of the facility. Herbicides are not allowed for edging purposes, slopes
and driveway edges.
E. The service provider should extend mowing to a minimum of three (3) feet from edge of fencing and
driveways and connect to adjoining properties. Mowing should be extended to the tree lines or line of
site at each facility listed as a SMALL SITE or LARGE SITE.
F. Services are to be performed at SMALL SITES every two weeks, but no more than twice a month from
April 1st through October 31st, and once a month from November 1st through March 31st.
G. Service provider should provide digital photos with time and date representing the before and after of
each service to ensure the service provider was on site and that services were received. These photos
should need to be provided within 24 hours of date shown within photo to allow adequate time for DWR
to follow up with a random on-site review. DWR will provide link that photos can be uploaded for review.
H. Retention ponds, along with larger steep slopes, are required to have mowing performed once a month
From January - December.
BL139-26 Page 5
IV. SECTION B - G: LARGE SITES MOWING AND MAINTENANCE
A. Service provider that bids on large sites will be responsible for entire site mowing, edging, pine straw,
flowers bed installation, herbicide, pruning, and weeding all beds including flower beds.
B. Service provider should mow and use a string trimmer (weed eater) on lawns and driveways leading to
the Large Site locations on each scheduled visit. Service provider should use weed eater around all
buildings, tanks, or other structures within the facility during each scheduled visit. Herbicides may be
used around these structures with the concurrence of the facility management, but this application
should be at a minimum, or no more than a four-inch boarder, to not disrupt the aesthetics of the facility.
Herbicides are not allowed for edging purposes.
C. Required herbicides should be applied to an area no more than 8 inches inside and 8 inches outside (16
inches total) of perimeter fencing when controlling unwanted vegetation but not to be used on slopes.
D. All lawn areas should be edged no less than every fourteen (14) days while on the weekly schedule and
"as needed" during the monthly schedule. The edging should include all curbs, sidewalks, parking areas
and all areas abutting turf to maintain a neat and clean appearance.
E. Services are to be performed at LARGE SITES once a week from April 1st through October 31st, and once
a month from November 1st through March 31st.
F. Retention ponds, along with larger steep slopes, are required to have mowing performed once a month
From January - December.
G. All lawn areas should be mowed during each scheduled visit. Lawns should be mowed at a height of
12" to 1-1/2" for Bermuda and 2" - 3" for Fescue to maintain enough leaf blades to shade the root
system. During drier periods, such as in the summer, the height of the cut should be raised to prevent
damage to lawn areas. All lawn areas, drives, and behind all barriers should be cut to tree line or site
view at the discretion of DWR.
H. All lawns are comprised of either, bermuda, zoysia, fescue, or native broadleaf, some of which are
irrigated.
I. Removal Of Trash and Debris from Paved Areas at Both Large and Small Sites: This function should be
performed on the same schedule as the mowing. All trash and debris should be removed from all
parking lots, sidewalks, main entryway into building and driveways, including the area under the covered
drive-thru area.
All trash and debris should be placed in the facility dumpster or removed from the property by the
service provider. Under no circumstances should trash or debris be placed on property surrounding the
facility.
DWR suggests that the large parking area at the rear of the Central Facility be cleaned during the week
between 8:00 AM and 3:00 PM while most of the service vehicles are away from the facility. The rest of
the parking areas should be cleaned either after 5:00 PM or on the weekends when the employee and
customer vehicles are gone.
J. Winter Clean-Up and Off-Season Visits at Both Large and Small Sites: Off season mowing is from
November 1- March 31. Although mowing responsibilities should be at a minimum, grounds
maintenance responsibilities should still include:
1. Cleaning curbs and parking areas of landscape debris including weeds
BL139-26 Page 6
2. Removing all trash and unwanted debris from landscape areas
3. Mowing, weed eating, and edging to be completed per visit to maintain clean appearance
v. LANDSCAPING AND CHEMICAL APPLICATION

This selected service provider should be a Georgia Certified Landscape Professional with staff who are proven to be
trained in the landscape industry. A copy of the certification(s) and proof of trainings should be submitted with the bid.
The selected service provider should have a Pesticide Applicators License, Category 24 from the Georgia Department of
Agriculture and trained technicians to apply herbicides and pesticides. A copy of the license(s) and proof of trainings
should be submitted with the bid.

B. Fertilizer
All plants should be fertilized with a combination of liquid and granular fertilizers. Fertilizers should contain a high level
of phosphorous to promote root growth and flower production.
C. Mulching
Mulch levels should be monitored, and material added to maintain a fresh, manicured appearance.
D. Deadheading
Spent blossoms should be removed from all appropriate flowering annuals on a regular basis. This promotes vigorous
flowering and maintains the plant in its most attractive form.
E. Insect Disease Control
Flowers should be monitored on a regular basis by County representative for insect and disease problems. When
populations reach a damaging threshold, the service provider may be contacted, and these areas should be treated with
the appropriate control method.
F. Lawn Chemical Application
The County recognizes that every lawn has different characteristics and to be most effective, the selected service
provider may have to customize the treatment of the various lawns. Therefore, the County does not attempt to specify
the nature and intensity of all chemicals and fertilizers to be used, however all chemicals are to be used according to the
product label including recommended rates of application. Nevertheless, the service provider of small and large sites

Standard Pruning Guidelines.
d. Ornamental grass should be cut back in the months of January, February, and March.
2. Fertilization
All shrubs, ground cover, and trees less than 18 feet in height should be fertilized once per year with a
slow-release fertilizer to promote root growth and long-term health of the plant material.
3. Insect and Disease Control

notify DWR as soon as possible of cancellation and changes to the schedule.
VI. SITE LOCATION VISITS
The scopes of the various tasks have been described herein. It is imperative that all prospective service providers visit
the sites and locations of the work to be performed. It is the responsibility of the service provider to determine the
approximate square footage of lawn and mulched areas and the numbers of ornamental trees and shrubs under these
services.
