Project Description: The Whitehall Township Authority (“Owner”) will receive sealed bids electronically via the PennBid Program for Contract “A” – Replacement of an existing 12” water main crossing SR-0022 by closed excavation, located east of MacArthur Road (SR-145) overpass and Contract “B” - Installation of two water distribution system water meters and appurtenances. Contract “A” involves boring across SR-0022, installation of a 24” casing and 12” carrier pipes and appurtenances and reconnecting the new main to the existing main on either side of the crossing. Contract “B” includes the installation of two water meters (12” and 8”), meter manholes and SCADA equipment.
Bids will be received online via PennBid until 2:00 p.m. (prevailing time) on Wednesday, September 10, 2025. Bid results will be made available on PennBid after bid opening/review by Owner.

Contract “A” is funded under a grant from the Commonwealth of Pennsylvania, Commonwealth Financing Authority, Small Water and Sewer Program. The Contractor will be required to comply with all program conditions and obligations as stated in Section 40-3 “Commonwealth Financing Authority Provisions”.
The bid must be accompanied by bid security made payable to the Owner in an amount of ten percent (10%) of the total bid price, and in the form of a certified or bank check or a Bid Bond issued by a surety meeting the requirements of Paragraph 6.01 of the General Conditions.
Both projects are subject to minimum wage rates in accordance with the applicable provisions of the Pennsylvania Prevailing Wage Act and the Commonwealth of Pennsylvania Public Works Employee Verification Act. The Owner reserves the right to waive any informality in, and/or to reject, any or all bids. No bid will be accepted if not submitted through the PennBid system.
