Project Description: Notice is provided by the Township Secretary that sealed proposals will be received by the Township of Lower Merion for the following:
2025 Sanitary Sewer Lining
Contract Number: 25-22-4706-4718-4742
2025 Manhole Reconstruction
Contract Number: 25-23-4719
Sealed proposals shall be submitted online via the Pennbid Program (https://pennbid.bonfirehub.com).
Proposals will be received until 11 am, prevailing time, Thursday, September 18, 2025 at which time they will be publicly opened and read aloud.
Each Proposal shall be accompanied by a Bid Guaranty as specified in the Instructions to Bidders section of the Bid Document.
A Performance Bond and Labor and Materials Bond in the amount of 100% are required. Also, a Maintenance Bond in the amount of 25% is required.
Bidders may obtain electronic copies of drawings and specifications of this project, at no cost, on the PennBid website noted above.
All interested Bidders may, at their convenience, view the project areas within the Right-of-Way. Do not enter private property. Requests for viewing inside the manholes must be submitted via PennBid at least 3 business days’ notice for review and approval with the following: (a) Name of Person performing site visit along with their contact information; and (b) Site Visit Location(s) with Date(s) and Arrival Time(s) during off-peak traffic hours. Bidder is responsible for safety, including lifting / placing the lid(s), for their observations.
Scope of Work
The work for the lining of sanitary sewer mains includes, but is not limited to, cleaning and televising of the existing pipes, bypass pumping, installation of a cured-in-place liner, and reinstating laterals. The work for the sanitary manhole reconstruction includes, but is not limited to, cleaning of the existing manhole, patching, surface preparation, bypass pumping, and coating or lining application. Select locations also require reconstruction of the manhole bench / deck. Cementitious coatings will not be considered.
Award is planned for October 2025 with Construction Notice to Proceed planned for November 2025 pending contract execution.
Detailed specifications developed by Pennoni Associates, Inc. Questions regarding the project scope shall be submitted via the “Messages” feature in PennBid. The last day for receipt of written questions is end of business day of Monday, September 8, 2025.
