Project Description: Avonworth Historical Society Elste Restoration Project – 2024-GEDTF-125
NOTICE IS HEREBY GIVEN that specifications and proposal forms for furnishing all labor and
materials and professional consulting and/ or construction services for the following project(s) entitled:
● Avonworth Historical Society Elste Restoration Project – 2024-GEDTF-125
The Avonworth Historical Society invites written bids from qualified contractors to serve as the Prime Contractor for the renovation of 7119 Church Avenue, Pittsburgh, PA 15202.This project will transform the building into the Society’s new headquarters and create a publicly accessible space for research, educational lectures, and community events.
The project involves getting the building up to compliance with building codes, interior space ADA compliance, and providing for safe occupancy. It will encompass planning, design, and construction for renovation of the first floor, electrical rewiring, and waterproofing of the basement. First floor renovations will include new flooring, new drywall and insulation, the addition of two bathrooms (one ADA accessible) to meet an occupancy permit of 50, a small kitchenette, slop cupboard with utility sink (required by code), safety systems, and the restoration of the tin ceiling.
The project consists of the following trades/supplies:
Demolition:
● Remove existing drywall, plaster and wood lath to expose stud framing
● Existing floor shall not be disturbed except to level and place new floor over top of the existing floor in compliance with all EPA regulations
Framing:
● Standard 2x4 non-load bearing interior framing, 16” oc, for two adjacent bathrooms
● One (1) 3068 pre-hung inswing door required for each bathroom
● One (1) bathroom to meet ADA requirements with blocking for hand rails
● Framing to allow for rough plumbing installations per architectural drawings
● Existing non-load bearing rear wall to have opening created for 3068 pre-hung door
● Existing wall to have opening completed to fit 6068 pre-hung double doors
Plumbing:
● Existing recently installed rough plumbing may be utilized
● Rough drain and supply plumbing for two (2) adjacent bathrooms
● Rough drain and supply plumbing for small kitchenette
● Venting as required for the above
● Installation of all finish fixtures
Electrical:
● Facility has updated 200-amp main distribution panel in basement
● Install sub-panel on main level to facilitate new electrical installations
● Install separate circuits as needed for bathrooms and kitchenette
● Rough electric for above bathrooms, kitchenette and general lighting as per drawings
● Duplex outlets to service common areas as required
● Installation of all finish fixtures, switches and outlets
Insulation:
● Install fiberglass faced wall insulation batts to the exterior wall framing
Wall Finish:
● Install drywall to all new framing and exposed studs from demolition
● Tape and spackle to a smooth finish
● Prime and top coat (2 coats) painted wall surfaces per finish outline
Flooring:
● Repair existing hardwood flooring as needed in common areas
● Sand all existing and new flooring to allow for finish
● Stain and top coat (minimum 2 top coats) per finish outline
● Finished floors to be covered with protective floor covering until project completion
● Install necessary sub-flooring for resilient flooring in bathrooms
● Install vinyl cove base to above resilient floor areas
Trim and Finish:
● All new and existing door and window openings to be trimmed with PFJ trim work
● Baseboards to be trimmed with PFJ trim work
● Size and style of trim TBD
ADA Ramp:
● Construct an approximate 4’ x 18’ ADA access ramp leading to 18’ x 6’ deck
● Ground contact treated lumber and galvanized connectors to be used
● Structural post to be cemented and anchored below frost line
● Deck and ramp to have compatible railing system installed
Additional Notes:
● Prime contractor responsible for removing all work-related debris
● Avonworth Historical Society has secured necessary Building Permit and is listed as the General Contractor
● Prime Contractor is responsible for securing necessary permits for plumbing and electrical from issuing authorities and having inspections completed as required
● Prime Contractor is responsible for overseeing a continuous flow of progress on the project with responsibility for any and all sub-contractors if required
● Prime Contractor is responsible for acquiring materials as needed in a timely fashion to maintain continuous flow of work
● Prime Contractor to maintain a line of timely communications with designated person or persons representing the Avonworth Historical Society as assigned
● It is the intentions of the Avonworth Historical Society that the project be completed within 12 - 15 weeks, once started (standard 5-day, 40-hour week (except recognized holidays) constituting the work days schedule
Bids will be publicly opened on Tuesday, August 19, 2025. All bidding documents and specifications are available online at no cost through PennBid at www.PennBid.net. All proposals must be submitted electronically via the PennBid system. No paper, email, or fax submissions will be accepted.
● Interested bidders must register (free of charge) on the PennBid system at www.PennBid.net to access project documents and receive updates.
● Bid Submission – Complete all required fields and upload requested documents via PennBid on or before 5:00 p.m. on September 19, 2025. Late submissions will not be considered.
● Bid Questions – All questions must be submitted through the PennBid platform via the “Ask a Question” feature tab for this project. Responses will be shared with all registered bidders.
● Addenda – Any revisions or clarifications will be issued via Public Notice only. It is the bidder’s responsibility to monitor PennBid for updates.
