Sealed Bids for the construction of the CAUSEWAY PARK RESTORATION project will be
received by The City of Elizabeth City, located at 200 East Ward Street; Elizabeth City, NC
27909 until 2:00 PM local time on April 7, 2026, at which time the Bids received will be publicly
opened and read.
PROJECT DESCRIPTION
The Base Bid of the project consists of (1) removing the existing approximately 910 LF
boardwalk and 4 uncovered platform structures off of Camden Causeway (Hwy 158) at
Causeway Park; (2) rebuilding back approximately 685 LF of boardwalk and 3 platform
structures 1 of which will be covered; (3) redefining the extents of the existing parking lot with a
fresh layer of gravel and timber fencing; (4) adding 2 paved handicap accessible parking spots
and (5) adding a floating kayak launch to 1 of the platform structures.
The Bid Alternate items for the project consist of (1) rebuilding an additional approximately 200
LF of boardwalk and 1 covered platform.
This project is being funded in whole or in part by the NC Division of Coastal Management
(DCM), which is administered by the North Carolina Department of Environmental Quality
(NCDEQ). Due to the grant funding timeline, final completion of the project must be obtained no
later than October 31, 2026. Anticipated schedule post-bid is as follows:

OPTIONAL PRE-BID CONFERENCE & SITE VISIT
An optional pre-bid conference will be held at 2:00 PM on March 17, 2026, located at the
Knobbs Creek Recreation Center/Senior Center (200 East Ward St. Elizabeth City, NC 27909).
Representatives of the Owner and Engineer will be present to discuss the Project and will lead
the group to the site for a visit immediately after the pre-bid conference. Bidders are strongly
encouraged to attend and participate in the pre-bid conference, but it is not required.
DEADLINE FOR QUESTIONS
All questions must be submitted in writing to the Engineer by 5:00 PM on March 24, 2026.

submitted in writing will be responded to. Any items verbally discussed shall not be construed as
formal responses.

ADDENDUM
An addendum will be issued by 5:00 PM on March 27, 2026. Engineer will transmit to all
prospective Bidders of record such Addenda as Engineer considers necessary in response to
questions arising at the pre-bid conference as well as those submitted formally in writing prior to
the deadline as stated above. Oral statements may not be relied upon and will not be binding or
legally effective.

BID SUBMISSION
Any bid packages received in person or via USPS, FedEX, UPS, or any other courier service,
after 2:00 PM local time on April 7, 2026 will not be considered.
Any bid packages received that do not include acknowledgement of receipt of all addenda and
conformance with all NCDEQ-DCM grant requirements will not be considered.
Bids will be received for a single prime Contract. Bids shall be completed on a unit price basis.
Bid security shall be furnished in accordance with the Instructions to Bidders.
