1. Introduction

The City of Winchester, Virginia (“the City”) is seeking quotes from qualified recruitment firms with demonstrated expertise in sourcing, screening, and presenting candidates for local government positions, specifically attorney-level positions. The City requires a recruitment partner that understands local government, the legal profession, has access to specialized candidate pools, and can assist the City in identifying highly qualified candidates to serve the City of Winchester.

3. Scope of Services

The selected firm will be expected to:

  • Conduct targeted outreach to recruit attorneys with relevant experience in municipal, civil, criminal, and/or administrative law
  • Develop and implement recruitment strategies to attract diverse and qualified candidate pools
  • Screen and present candidates that meet the City’s minimum qualifications and preferred experience
  • Assist with reference checks, preliminary candidate assessments, and coordinating interviews
  • Provide consultation on competitive compensation and market availability for attorney positions

4. Minimum Qualifications of Firm

Quotes must demonstrate that the firm has the resources, experience, and capability to provide the materials and services described herein.

  • Demonstrated experience in recruitment and placement of local government or attorney professionals
  • Proven track record of successful placements in the public sector, government agencies, or municipalities (preferred)
  • Ability to recruit candidates both locally and regionally/nationally
  • Knowledge of current legal employment market trends

5. Deliverables

The firm shall provide:

  • A detailed recruitment plan tailored to the City’s needs
  • Regular status updates (weekly or bi-weekly) on search progress
  • Candidate profiles and resumes with summary assessments.
  • Assistance with scheduling interviews and managing candidate communications.

6. Submission Requirements

Interested firms must submit the following:

  1. Company Overview – history, size, and areas of specialization
  2. Relevant Experience – examples of attorney or local government professional placements within the last 3–5 years
  3. Recruitment Approach – description of sourcing strategies, diversity outreach, and candidate evaluation process
  4. References – at least three (3) references from prior clients for similar services
  5. Pricing Structure – outline of fees, payment terms, and any guarantees offered
  6. Timeline – estimated timeframe from contract execution to candidate placement

Failure to provide any of the requested documents may be cause for the proposal to be rejected.

7. Evaluation Criteria

Quotes will be evaluated on the following:

  • Experience and qualifications in recruiting for local government, specifically attorneys
  • Demonstrated success with similar clients
  • Quality of recruitment approach and diversity strategies
  • Competitive and transparent fee structure
  • References and past performance

8. Terms & Conditions

  • The City reserves the right to reject any or all quotes, to waive irregularities, and to accept the quote deemed most advantageous to the City.
