Addenda: 0
Release Date: 8/20/2025
Due Date: 9/12/2025
City of Winchester, Virginia
Human Resources Department
1. Introduction
The City of Winchester, Virginia (“the City”) is seeking quotes from qualified recruitment firms with demonstrated expertise in sourcing, screening, and presenting candidates for local government positions, specifically attorney-level positions. The City requires a recruitment partner that understands local government, the legal profession, has access to specialized candidate pools, and can assist the City in identifying highly qualified candidates to serve the City of Winchester.
2. About
Nestled at the northern gateway to Virginia and just 65 miles west of Washington, D.C., Winchester offers the best of both worlds: the charm and connectedness of small-town living paired with the cultural, educational, and professional opportunities of a thriving metropolitan area. With a population of approximately 29,300 (UVA Weldon Cooper Center for Public Policy, 2024), the city balances a welcoming community atmosphere with access to world-class amenities.
Winchester’s historic Old Town district serves as the heart of the community, featuring a vibrant mix of shops, restaurants, cultural venues, and events. Beyond the city limits, residents enjoy easy access to Northern Virginia’s premier dining, shopping, and entertainment, as well as the breathtaking landscapes and outdoor recreation of the Shenandoah Valley.
The city is enriched by the public high school’s Shihadeh Innovation Center, Shenandoah University, the Museum of the Shenandoah Valley, the Shenandoah Valley Discovery Museum, and the award-winning Valley Health system. Together, these institutions—along with Winchester’s preserved 18th-century architecture and deep cultural roots—create a dynamic environment where history, innovation, and quality of life intersect.
Winchester operates under a Council-Manager form of government, with leadership provided by a nine-member City Council, including the Mayor elected at large. Both the City Manager and City Attorney report directly to the governing body, reflecting the city’s commitment to accountability and effective governance.
Financially, Winchester is exceptionally strong, holding an AAA bond rating that reflects prudent fiscal management and positions the city for continued growth and long-term success.
For leaders seeking a meaningful career opportunity in a forward-looking city, Winchester offers not only the chance to make a lasting impact through public service but also an outstanding quality of life in one of Virginia’s most historic and vibrant communities.
