The 144th Fighter Wing (144 FW) intends to issue a sole-source award for the installation and maintenance for internet service providing a 100 MB/s or faster wired internet circuit. This circuit will also provide a wired telephone service to the base infrastructure. A wired solution is required to maintain security and provide consistent bandwidth. A commercial internet service supports device updates when the Air Force network is not compatible. The existing underground infrastructure at Fresno ANGB provides only one commercial pathway that leads to the 144 Communication Squadron, building 125. The current pathway delivers a closed network internet circuit. The pathway can also be utilized to provide a standard commercial internet circuit from AT&T. Market research was conducted to evaluate the data and telecommunication infrastructure that was available to support the 144 FW's commercial internet requirement. This included one-on-one fact finding conversations with industry and a review of the known/existing underground infrastructure leading into and out of Fresno ANGB. This research found that only AT&T had a viable pathway leading to the 144 Communications Flight building. Research also indicated that other commercial vendors would be capable of providing local internet services; however, the lead time for establishing those pathways, would include construction services that were determined to be either too costly or could not satisfy the immediate need in a timely manner.
The 144 FW intends to issue a sole-source award to AT&T because it is the only provider of local internet services and phone services with existing infrastructure for these services. Furthermore, AT&T is uniquely qualified to furnish and install equipment suitable for the Government’s use. AT&T is therefore the only responsible source and no other services will satisfy agency requirements in accordance with (IAW) 10 USC 2304(c)(1) as implemented
by the Federal Acquisition Regulation (FAR) at 6.302-1(a)(2)(iii)(B).
IAW the Defense FAR Supplement (DFARS) Part 206, Competition Requirements, PGI 206.302-1, when utilizing the authority at FAR 6.302-1, the Contracting Officer shall post a request for information or a sources sought notice and shall include the results of this inquiry in the justification required by FAR 6.303.
This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 2:00pm, Pacific Time, on Monday, 25 August 2025. Responses must be submitted in writing to the Contracting Officer, MSgt Jarrod Sanchez at jarrod.sanchez.@us.af.mil no later than the time and date noted above. Telephone responses and requests will not be received.
A determination by the Government to not compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement.
