1. INTRODUCTION
Paradise Irrigation District (PID) invites qualified professionals to submit proposals for On-
Demand Tree Removal Services within its service area. PID seeks a reliable, responsive,
and safety-focused contractor capable of performing tree removal, trimming, and related
vegetation management services to protect water infrastructure, maintain public safety,
and support ongoing recovery and resilience efforts within the District.
This RFP outlines the scope of work, deliverables, and minimum qualifications required for
consideration.
2. BACKGROUND
Paradise Irrigation District is a California special district providing water service to the
community of Paradise. The District continues to rebuild and professionalize its operations
following significant recovery and modernization efforts.
3. SCOPE OF WORK
The selected contractor will work with District staff to provide on-demand tree removal and
vegetation management services on an as-needed basis. Work may occur on District-
owned property, easements, rights-of-way, and areas adjacent to critical infrastructure.
3.1 Services to be Provided
The contractor shall furnish all labor, equipment, materials, and supervision necessary to
perform the following:
• Removal of hazardous, dead, diseased, or structurally compromised trees
• Emergency tree removal following storms, fires, or other incidents
• Tree trimming and pruning to maintain safe clearance around facilities, pipelines,
tanks, and roadways
• Stump grinding and removal where specified
• Brush clearing and vegetation management
• Disposal or chipping of debris in accordance with local regulations
• Traffic control and site safety measures as required
• Site cleanup and restoration to pre-work conditions
3.2 Response Requirements
• Routine requests: Response within 3–5 business days
• Urgent requests: Response within 24 hours
• Emergency situations: Response within 2–6 hours
3.3 Safety and Compliance
The contractor must comply with all applicable federal, state, and local laws, including but
not limited to OSHA regulations, CAL/OSHA standards, and environmental protection
requirements. All work shall be performed in a manner that prioritizes worker safety, public
safety, and protection of District infrastructure.
4. DELIVERABLES
The selected contractor shall provide the following deliverables:
4.1 Service Documentation
• Work orders completed per PID request
• Before-and-after photos for each job
• Daily or weekly service reports detailing work performed, locations, and hours
4.2 Invoicing
• Itemized invoices including labor, equipment, materials, and disposal costs
• Clear reference to PID work order numbers
• Submission of invoices on a monthly basis unless otherwise directed
4.3 Emergency Reporting
• Immediate notification to PID of hazardous conditions identified in the field
• Post-incident reports for emergency response work
4.4 Compliance Documentation
• Compliance with prevailing wage requirements
• Registration with the Department of Industrial Relations (DIR)
• Keep up-to-date Certificate of Insurance on file with PID (Requirements attached)
• Proof of proper disposal of green waste
• Documentation of permits if required
• Safety meeting logs and incident reports (if applicable)
5. QUALIFICATIONS
Proposers must demonstrate the following minimum qualifications:
5.1 Experience
• Minimum of three (3) years of experience in tree removal and vegetation
management
• Demonstrated experience working with public agencies, utilities, or similar
organizations
• Experience operating in fire-prone or environmentally sensitive areas is preferred
5.2 Licensing and Certifications
• Valid California contractor’s license appropriate for tree service work
• Certified Arborist credential (ISA) preferred
• Compliance with all state and local licensing requirements
5.3 Insurance Requirements
• The contractor must maintain the following minimum insurance coverage:
• General Liability Insurance: $1,000,000 per occurrence
• Workers’ Compensation Insurance: As required by law
• Automobile Liability Insurance: $1,000,000 combined single limit
• Proof of insurance must be provided prior to contract execution.
5.4 Equipment and Personnel
• Access to appropriate equipment (e.g., bucket trucks, chippers, stump grinders,
chainsaws)
• Trained and qualified personnel capable of performing hazardous tree work
• Ability to mobilize crews quickly in response to urgent or emergency requests
5.5 References
• Provide at least three (3) references from recent or current clients for similar
services
6. PROPOSAL SUBMISSION REQUIREMENTS
Proposals shall include the following:
• Cover Letter expressing interest and understanding of the project
• Company profile and background
• Description of relevant experience
• List of equipment and personnel
• Proposed pricing structure (hourly rates, emergency rates, equipment rates)
• Proof of licenses and certifications
• Proof of insurance
7. TERM AND BUDGET
The contract term is through December 31, 2027, with an option to extend for 1 year based
on performance and need.
8. SUBMISSION DEADLINE
Proposals must be submitted electronically (PDF) or in person to the PID Main Office by

9. QUESTIONS
Questions must be submitted in writing to the contact above no later than Monday, June
22, 2026. PID reserves the right to modify or cancel this RFP and to accept or reject any or
all proposals.
