The Department of Veterans Affairs (VA), NCO 2 St. Albans VA Medical Center, is seeking highly qualified construction firms to: repair parking lots and roads at the St. Albans VA Medical Center, 179-00 Linden Boulevard, Queens, NY 11424-1468 in accordance with the provided drawings and specifications.
Specific Requirement:
The Contractor shall furnish all labor, materials, tools, supervision, equipment, and safety necessary to perform the Connection site preparation. At a minimum, the following shall be performed:
1. The general contractor (GC) shall follow the Architect/Engineer 100% Issue for Construction (IFC) documents to construct and repair the parking lots and roads at SA.
2. The Contractor shall schedule all work with VA COR
3. The contractor shall provide all necessary labor and materials to prepare construction documents during the construction phase of the project.
4. All work shall conform to VA criteria and regulation
5. For construction details, please refer to ATTACHMENT “100% Construction Documents NARRATIVE” and “100% Issue for Construction (IFC)” as reference
General Requirement: The Contractor shall furnish all labor, materials, tools, hardware, supervision, equipment, safety, drawing, rigging, permit, labelling, commissioning, and site visits necessary to perform the site preparation. At minimum, the following shall be performed: Refer to the following attachment for detailed project information and requirement, additional information can be found in VA Technical Information Library (TIL) https://www.cfm.va.gov/til/spec.asp#26: The Contractor shall furnish all labor, materials, tools, hardware, supervision, equipment, safety, drawing, rigging, permit, commissioning, site visit necessary to perform the site preparation. At a minimum, the following shall be performed:
Project Management Platform Requirement
A. Construction contractors and A/E design firms, selected by award to perform work at VISN 2 VA facilities, are required to utilize the VISN 2 Autodesk Build Construction management platform, also called Autodesk Construction Cloud (ACC). Access to the platform and training portal will be provided by VISN 2 through the project Contracting Officer Representative (COR) at no cost for the duration of the project. Autodesk Build is the management and collaborative environment that VISN 2 uses for all its Non-Recurring Maintenance (NRM), Minor Program projects, Feasibility Studies, Commissioning, and Retro-Commissioning contracts. There is no user, license, or subscription fee for the contractor to use this cloud-based platform.
B. The contractor shall accomplish and complete the following tasks upon award of the contract:
1. Request access to the ACC platform and Productivity NOW eLearning Site to project VA COR NLT 14 days from contract award.
2. Only staff who shall utilize the platform shall be granted access. Examples: Project manager, sub-contractors POC, Site manager, Safety officer, etc.
3. The access request shall be in writing and include a list of staff. The list shall include the following information: • Full Name • Company Name • Email Address • Role/Position on the project (i.e., Project manager, site super)
4. Upon granting access, staff shall complete the required ACC training through the Productivity NOW platform within 12 Calendar days.
5. Upon successful completion of the training, the contractor shall submit certificates of completion to COR NLT 2 business days.
C. Access to Productivity NOW eLearning will expire after 12 Calendar days after online access is granted. The contractor shall complete ACC training within that period.
D. Additional Staff and Subcontractors can be added at any time with a request submission to the project COR as described above
E. The contractor shall only use the ACC platform for contract-required submissions, official project correspondence to be acknowledged, reviewed, and actioned by the responsible party. No additional time shall be added to the contract, nor an increase in the contract amount provided for the contractor’s failure to utilize the ACC platform as the project’s official communication and collaboration system. Any correspondence outside the platform shall not be the governing authority's responsibility and will be at the contractor’s expense. Official project correspondence and collaboration include, but are not limited to: RFIs, submittals, schedules, shutdown requests, actionable tasks, reports, testing, safety inspections, photos, and site surveys.
F. The contractor must inform the COR of any staff changes NLT 2 business days from the change. Staff changes apply to employees granted access to the ACC platform. The contractor shall request termination of access, replacement of personnel, and/or any other action that might impact the contractor’s ability to maintain the required utilization of the platform.
G. Contractor submission requirements cannot be accepted for work to begin without meeting all ACC Platform requirements outlined herein, including completing the required ACC Platform training.
All work shall conform to VA criteria and regulations and shall be performed by OSHA-certified personnel. The Contractor shall take all necessary precautions and safety measures to protect patients, visitors, and staff during all phases of construction. The Contractor shall coordinate all work activities with the VA Contracting Officer’s Representative (COR) to minimize impact on operations and access.
The Contractor shall test and verify all work to ensure proper operation, quality, and compliance with VA and manufacturer specifications. The Contractor must have OSHA training and specialized OSHA safety training for construction environments. The Contractor shall guarantee that all work performed will be free from defects in workmanship and materials and that all installation and repairs will provide the required capacity and performance as specified. The Contractor shall correct any defects within twenty-four (24) hours of notification at no cost to the Government.
All work shall be done in accordance with VA, NFPA, Life Safety, OSHA regulations, and manufacturer specifications. The Contractor shall be responsible for cleanup, debris removal, and recycling in accordance with VA Directive 0063, which requires that at least 50% of construction waste be prevented or recycled. The Contractor shall provide and maintain a clean, safe work area at all times.
The Contractor shall comply with all VA requirements for site supervision, ensuring that an English-speaking supervisor with a minimum of five years of experience is present during all work. The Contractor shall provide its own storage for materials, tools, and equipment, as the VA will not be responsible for loss or damage.
The Contractor shall comply with the VA Privacy and Information Security Awareness training requirements. All personnel must complete “VA Privacy Training for Personnel without Access to VA Computer Systems or Direct Access to or Use of VA Sensitive Information.” Proof of completion shall be submitted to the COR prior to commencing work and renewed annually.
All construction contractors and A/E firms performing work under this project shall utilize the VISN 2 Autodesk Build Construction Management Platform (Autodesk Construction Cloud – ACC). Access and training will be provided by the VA COR at no cost to the Contractor. The ACC platform shall be used for all official project correspondence, RFIs, submittals, schedules, testing reports, and safety documentation.
IAW VAAR 836.204 Estimated Construction Cost Range is $5,000,000-$10,000,000. The NAICS code for this procurement is 236220, Commercial and Institutional Building Construction, size standard: $45.5 million. A bid bond will be required to respond to the IFB once released.
Prospective contractors must be registered and certified online with Veteran Small Business Certification (sba.gov) and must be registered at https://www.sam.gov in accordance with 38 CFR Part 74 and VAAR 819.70 to be eligible for award. There will be a site visit held for this project, and all prospective bidders are strongly encouraged to attend. Details of the site visit will be included in the solicitation document. It is anticipated that the solicitation will be issued on/about December 19, 2025.
