Description

The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst intends to solicit, negotiate and make an award on a sole-source basis with Heatcon Composite Systems, Inc. (Heatcon), CAGE Code: 0ED96, for the procurement of Temp/Vac Controller Composite Repair Sets, P/N: HCS9200N-02.5 and NSN: 4920-01-624-6759 in support of the MQ-4C Triton Unmanned Air Systems (UAS) Program, United States Navy (USN) and Royal Australian Air Force (RAAF). The Temp/Vac Controller Composite Repair Sets are required to cure and repair sensitive composite resin structures via the controlled application of heat and mercury to the repair area. The Government intends to award a two-year, Fixed-Price, Indefinite Delivery/Indefinite Quantity (IDIQ) type contract



The Government intends to solicit this requirement under the authority of 10 USC 3204(a)(1), FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. The Temp/Vac Controller Composite Repair Set is solely manufactured and distributed by Heatcon as the Original Equipment Manufacturer (OEM), who has confirmed that they do not have authorized distributors. The OEM owns the proprietary rights to the drawing and design of this equipment, and is not selling any of the rights. Heatcon is the only source with the requisite knowledge, experience, technical expertise and technical data to provide the required Temp/Vac Controller Composite Repair Set. There are no other manufacturers or approved distributors identified that are able to meet the Government's requirement, and no other repair sets can be sourced to meet this requirement.



THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.



However, the Government will consider all responses received within fifteen (15) days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) at https://www.sam.gov is mandatory for consideration. A determination by the Government not to open this requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Information provided herein is subject to change and in no way binds the Government to solicit for an award of a contract. Responses must be received within fifteen (15) days of publication of this notice via email, no later than 2 May 2025 at 4:00 PM EDT to Mairen Flanagan at mairen.e.flanagan.civ@us.navy.mil.
